View Vacancy - CSSF Programme Manager (03/17 KSH)
To provide effective programme management of the UK government’s Great Lakes Programme. Based in Kinshasa, you will have overall responsibility for designing, managing and delivering the multi-year programme (currently £1.3m per annum to 2020).
Reducing conflict and human rights violations in the Great Lakes are central to HMG objectives. In the long term a reversal of hard-won peace in DRC and Burundi could send the region back into conflict. The Great Lakes Programme has been designed to reduce conflict through a series of targeted interventions. These complement and catalyse the effects of larger scale DFID and peacekeeping interventions in the Great Lakes. Managing this programme, you will be making a direct contribution to the success of those interventions.
The post holder will be responsible for: (a) providing overall coordination and management of the Great Lakes Programme; (b) working with strand leads to manage relationships with implementing partners, including ensuring regularity of reporting and effective project monitoring; (c) managing post’s relationship with the programme team in London, including by providing strong financial and qualitative reporting and assisting with annual reviews; (d) designing the programme for future financial years, including by acting as penholder for the programme document; (e) providing secretariat to the Local Strategy Board (LSB); (f) providing oversight to a project manager.
Roles and responsibilities:
Providing overall coordination and management of the Great Lakes Programme:
- Provide rigorous management of finances, risks, lessons learnt and best practice through cross-mission collaboration;
- Track and report on budgetary matters related to the projects;
- Work closely with FCO/DFID policy colleagues to ensure programme activity is aligned to policy objectives and with DFID technical experts to ensure technical expertise is factored into programme design and delivery;
- Oversee design, implementation, management and reporting (risks, value for money, budgets) of Great Lakes Programme projects;
- Working with strand leads to manage relationships with implementing partners, including ensuring regularity of reporting and effective project monitoring:
- Build and manage relationships with key (senior) staff in implementing partner organisations;
- Provide quality assurance on quarterly programme reports;
- Provide quality assurance on key deliverables.
- Ensure that the programme’s results framework and risk register are completed at the beginning of the year and kept up-to-date during the year.
Managing post’s relationship with the programme team in London, including by providing strong financial and qualitative reporting and assisting with annual reviews:
- Ensure that deadlines for internal reporting to London are met and that reporting is of a high quality;
- Manage procurement, knowledge management and communication requirements for the Great Lakes Programme;
- Lead on managing short-term inward technical visits to provide scoping and evaluation feedback on the Great Lakes Programme;
- Lead on development of M&E of the Great Lakes programme in-house (lead on programme results framework) and to liaise with contracted third party M&E supplier;
- Attend coordination events both internal and external.
Designing the programme for future financial years, including by acting as penholder for the programme document :
- Design the programme for financial year 18/19, building upon the findings of the annual review and lessons learned from previous years;
- Liaise with strand leads to establish objectives and ensure a strong range of potential implementing partners;
- Draft programme document for financial year 18/19, working closely with strand leads, securing LSB and London’s approval.
- Draft results framework and risk register for 18/19 programme.
- Providing secretariat to the Local Strategy Board (LSB):
- Act as contact point for the LSB at post, scheduling and organising regular meetings, and setting agendas.
- Lead on developing and co-ordinating papers for LSB meetings, pro-actively suggesting subject matter for and leading on drafting these.
- Minute meetings and take responsibility for ensuring actions are followed up on, including through regular working-level meetings with strand leads between LSBs.
- Provide advice to the SRO for the programme, Her Majesty’s Ambassador Kinshasa, and Deputy Head of Mission Kinshasa on LSBs.
Providing oversight to a project manager:
- Provide oversight to one locally-engaged B3 project manager (slot to be confirmed).
- Liaise with the project manager and escalate any issues, risks and challenges faced by the projects in a timely manner through appropriate channels;
Ensure that the project manager delivers effectively against their financial and project management objectives.
Resources managed (staff and expenditure):
- Great Lakes Programme (currently £1.3m per annum).
- Line management of a B3 (L) project manager (slot to be confirmed).
Language requirements:
Language: French and English
Level of language required: Fluent written and oral in both French and English
This is a fixed term position until 31 March 2018 (extendable)
- Higher education/university graduate;
- Extensive experience of programme and financial management (minimum 5 years), preferably in the Great Lakes region and/or in conflict-affected or fragile environments
- Excellent IT skills including use of Microsoft Word, Excel and Outlook.
Five years relevant project management experience would be desirable;
Previous experience working on programmes related to conflict resolution and human rights;
Experience of successfully leading and supporting a team.
Exceptional organisational and management skills, able to maintain speed and flexibility as well as strong oversight of large programmes.
PRINCE2 or other internationally recognised project management qualification.
