The British Embassy in Paris is part of a worldwide network, representing British political, economic and consular interests overseas. It is also part of the UK’s France Network including offices in Lyon, Bordeaux and Marseille and representation to international organisations in Paris (OECD and UNESCO) and Strasbourg (CoE).

The British Embassy is currently looking for a Policy Adviser: Organised Immigration Crime to join the Justice and Home Affairs Team. This is an integral role in a very busy team that covers a wide range of high profile issues including migration, borders, cyber security, counter-terrorism, security, justice and foreign policy at an important time for the UK-France bilateral relationship. The borders and migration team focuses on both legal and illegal migration as well as the fluidity of people and goods at the joint UK-France border, interlinked areas often subject to sudden change and heightened media and political scrutiny. 

The ideal candidate will be a self-starter who has an experience of French and British migration, borders and/or security policies, is at ease engaging with senior interlocutors and thrives under pressure. You will be able to start and manage projects independently, working through the whole project lifecycle. The ability to build a network of contacts across a wide, complex policy area and manage institutional relations will be key to progress. In return, you will work in a friendly and inclusive team, responsible for delivering some of the Prime Minister’s top priorities. You will work with a wide range of friendly and interesting stakeholders on a diverse and varied portfolio. Success will have tangible, real-world impacts, and you will be given the freedom to lead work independently and develop. 

Programme management (40%)

  • Scope, design and develop proposals for projects and programmes in line with UK objectives.
  • Develop potential 3P project interventions using a prevent focus in at risk communities, linking in to existing joint funding process.
  • Support to the Home Office strategic communications, CCTC, IMU to dissuade onward travel to the UK.
  • Develop pilot project(s) to better understand the enablers and drivers for migrant movement to the UK once a person has arrived in France, the key deciding factors (including when the final destination is chosen), communication methods with OCGs etc, feeding in to x-Government strategy and joint funding process.
  • Develop pilot project(s) examining links between OIC and wider SOC threats in the region.
  • Identify policy changes that could be strengthened to make movement of illicit finance from OIC more difficult and / or easier to trace and seize.
  • Development of pilot project(s) and analysis of barriers (whether legislative, policy, practical) to support the work of operational teams already working in this area.

Regional (30%)

  • Support to the SOCnet Regional Coordinator for Western Europe, and engagement with neighbouring SOCNet posts to share expertise and examine links.
  • Coverage of host country plus 3 countries in region to improve regional understanding of migrant flows through near Europe to the UK border, including promoting sharing of information between Joint Serious and Organised Crime boards at Posts.
  • Examining how policies / approaches of neighbouring countries impact migrant movements and opportunities for OIC cooperation in France
  • Support to lobbying for a standardisation of prosecution and punishment across the region for OIC offences.
  • Development of improved policy understanding and analysis of various routes migrants take within the EU to arrive to the UK as a destination country.  This would include policy / programme recommendations
  • Horizon scanning and Improving policy understanding of displacement risks.

Policy development (20%)

  • Developing a network of OIC policy experts across Western European posts (both British embassies and foreign) to build shared understanding of threat, mitigations and cooperation opportunities.
  • Supporting colleagues in the Home Office, Foreign Office and other government departments to understand French policy/legislation on OIC, to inform internal policy development.
  • Working with existing networks to develop understanding of NGOs policies and practical work on OIC in the region, providing reporting for UK teams and analysing opportunities for collaboration.

Corporate (10%)

  • Operating as an integrated part of BE Paris JHA Team, within the National Security and Foreign Policy Unit.
  • Contributing to wider team objectives, support on crisis response work and flexing around high priority, time sensitive issues across the unit.
  • Leading a corporate contribution to the embassy, to be defined between the post-holder and manager after arrival.
  • Experience of design and implementation of programmes and projects
  • Awareness of migration and/or Organised Immigration Crime issues between France and UK
  • Proactive and flexible, with experience of working in fast changing environments and delivering at pace
  • Strong communication and interpersonal skills, including the ability to establish and maintain effective working relationships with various stakeholders
  • Experience working with operational partners
  • Fluency at C1 level both in English and French
  • Native French speaker
  • Experience of working with UK government departments, including senior officials and ministers.

This is a full-time and temporary position of 35 hours per week.
