Science and Innovation

The role of Science and Innovation Officer & Office Manager has two main functions.

The first is as a policy and projects officer for the Science and Innovation (S&I) team, with a particular focus on the Digital Economy. This is a broad sector which cross-cuts into a number of other priority SIN sectors as well as other Embassy teams, particularly the Department for International  Trade (DIT). The jobholder will ensure that the S&I team’s objectives and activities in this field have concrete impact and contribute to the British Government’s wider prosperity work. He/ She will drive policy and develop expertise, contacts, and activities within this sector. The job holder may also be asked to take on other areas of sectoral responsibility as our priorities in China evolve.

The second primary function of this job is as an office manager; being responsible for keeping the Beijing S&I team in line with Embassy and FCO procedures, e.g., looking after the team’s logistics, budgets, project expenditure, and ensuring project reporting and profiling is submitted on time, logistics for senior level visits, organising away days, etc.

 


Roles and responsibilities:

1. Take on sector lead role for Digital Economy (DE)

  • Develop expertise and contacts in the DE sector.
  • Report on policy developments and respond to briefing requests.
  • Coordinate with wider Embassy colleagues on UK Government’s DE agenda.
  • Develop strategy to ensure S&I team is meeting 1 and 5 year objectives in the Science and Innovation Network (SIN) Business Plan.

2. Project management

  • Responsibility for developing contacts and projects within DE sector, and possibly other policy areas.
  • Completing project implementation, reporting, and follow-up.
  • Supporting colleagues’ project work as required, including providing light translation and interpreting if needed.

3. Office manager

  • Ensuring the Beijing S&I Team is run effectively and meets its deadlines, organising our forthcoming events schedule, task deadlines, gift registers, etc.
  • Managing the team’s travel and entertainment budget. Team requisitioner.
  • Project payments and profiling.
  • Managing logistics including car bookings, event organisation, visit programmes, stationery, and gift orders. External contact point for the team.

4. Stakeholder management

  • Working with the Senior Science Policy Officer to develop the team’s stakeholder database.

5. Support with Beijing S&I Team's strategic communications

  • Project management skills
  • Strong organisational, communication, and networking skills
  • Strong IT skills, including Word, Excel, Power Point, Outlook, and database management
  • At least degree level qualification
  • Fluency in English and Chinese, both written and spoken
  • Digital economy experience
  • Knowledge of/ interest in science and innovation
  • Commercial experience
