This is a unique opportunity for a dynamic self-starter to join the UK Embassy in Tirana and to provide vital support to a suite of cooperation projects supporting UK programming delivered through the Conflict, Security and Stability Fund (CSSF).  

The job holder will manage high profile CSSF project in Albania and support the CSSF programmes (under the Conflict Security and Stability Fund (CSSF) through leading the development of external partnerships with private sector and international donors, in particular identifying opportunities for developing local private sector and encouraging investment in Albania into particular into areas with high outward illegal migration to the UK. 

What will you be expected to achieve?

  • Programme manage a multimillion pound project focusing on economic development in a rural area;
  • Ensure compliance with CSSF funding requirements, including performance and financial reporting, providing first quality assurance to ensure reports effectively articulate delivery against agreed outputs and outcomes, and ensure that projects are gender and conflict sensitive;
  • Timely and accurate management of budgets and finances ensuring the UK is receiving value for money;
  • Identify opportunities for developing local private sector and/or encouraging UK investment in Albania focused primarily in vulnerable areas;
  • Support to British companies investing in Albania to corruption-proof PPPs/contracts;
  • Provide regular assessment of the business enabling environment in target areas while flagging risks and opportunities; as well as provide support to scrutinise HMG investment into law enforcement procurement of services that support our efforts;
  • Develop, maintain and use a network of key international contacts in other embassies and multilateral agencies to identify partnership opportunities and help to secure co-funding in the future;
  • Representation of UK Embassy Tirana to outside stakeholders, including meeting and providing advice to British companies interested in doing business in Albania;
  • Regular interaction with political and economic teams to ensure coordination across the Embassy on areas of policy overlap, joint visits and events;
  • Ensure cross cutting themes – including gender and human rights – are appropriately addressed by projects.
  • Fluency in English and Albanian at a C1 level according to CEFR Framework*;
  • College / University level degree in a relevant area or equivalent experience;
  • Project/programme design and management experience;
  • Experience in working with international donors/government;
  • Market awareness of the national business environment;
  • Understanding of the business operating environment in Albania;
  • Understanding of the role of the private sector in development and poverty reduction;
  • Ability to work in a diverse and cross-cultural environment;
  • Commercial and economic awareness;
  • An innovative attitude especially towards customer service and performance management;
  • Excellent communication skills;
  • Good working knowledge of MS Office suite (Excel, Word, PowerPoint, Outlook, Teams). 
  • Business development experience;
  • Understanding of the role of international trade and foreign direct investment in business success;
  • Understanding of the start- up and high tech environment in Albania.

We offer a full-time fixed-term contract for 1 year with possibility of renewal, with 36 hours per week.

The gross salary per month is ALL 200,100

The successful candidate will be subject to a professional background check and security clearance.
