This is a unique opportunity for a dynamic self-starter to join the UK Embassy in Tirana and to provide vital support to a suite of cooperation projects funded by the Conflict, Stability and Security Fund (CSSF).  The CSSF is the funding instrument and the main delivery mechanisms for our projects in Albania implemented by a range of UK governmental departments.

The Finance Manager will play a key role in ensuring that projects implemented in Albania and funded by the UK Government are running smoothly from a financial perspective and that financial reporting to the Home Office (HO) and  Foreign, Commonwealth and Development Office (FCDO) is timely and accurate. The job holder will manage and oversee project budgets and act as a liaison between teams in London and other UK Government departments that lead on project implementation, such as the FCDO, Border Force, HMRC and others. The finance manager will actively work with team members implementing projects and accompany them through the financial aspects of the project cycle. 

What will you be expected to achieve?

  • Manage finances across CSSF projects in Albania, ensuring accurate budget forecast and reporting, value for money and proper management of funds, purchase orders, scrutiny of invoices, payments and accruals to ensure the proper management of funds in line with organisational guidelines and requirements;
  • Support CSSF funded projects and programmes during the procurement and commercial process, ensuring UK Government and local procurement processes follow organisational rules and best practice;
  • Produce timely and accurate finance reports and report to senior management, HO and FCDO, identify and resolve/escalate spend risks which could impact portfolio budgets;
  • Project Management: Deliver high quality day-to-day project management including designing, contribute to effective project documentation, monitoring implementation and evaluation of activities.  Support the project/programme managers by providing quality assurance of projects’ financial reporting, scrutinising invoices and perform spot-checks on financial evidence;
  • Within capacity (and no more than 20% of the time) provide high quality financial management support across the embassy non-CSSF programme portfolio.
  • Fluency in English and Albanian at a C1 level according to CEFR Framework*;
  • College / University level degree in a relevant area or equivalent experience;
  • A minimum of three years of financial management experience;
  • Strong experience of financial management and administrative support specifically for projects or programmes; including budgeting, forecasting, monitoring and analysis
  • Excellent communication skills;
  • Experience in working with international donors/government;
  • A positive attitude especially towards customer service and performance management;
  • Using strong operational and problem-solving skills, including the ability to resolve difficult problems within a quick timeframe.
    A strong ability to work collaboratively with partners to help them meet their financial reporting obligations.
  • Good working knowledge of MS Office suite (Excel, Word, PowerPoint, Outlook, Teams). 
  • Project/programme design and management experience.
