This is a fixed term position for 1 year with possibility of renewal.

Main purpose of job: 

The Migration Delivery Assistant (MDA) will work within the Home Office International Operations team in Dhaka, reporting to the Immigration Liaison & Migration Manager, assisting with the development, implementation and administration of the UK’s migration objectives in Bangladesh.  The primary focus of this activity will be working with a cross Home Office and FCDO team on improving current returns arrangements and developing our migration partnership with Bangladesh.  The role will also involve overseeing projects in support of migration objectives.  The role will involve close co-ordination with UK Home Office, FCDO colleagues and key Government of Bangladesh interlockers to deliver arrangements as agreed by the Government of Bangladesh and the UK Government.

Roles and responsibilities / what will the jobholder be expected to achieve?: 

Engagement (40%)

 · Working with the Immigration Liaison & Migration Manager to establish, develop and maintain a network of key contacts within Government of Bangladesh and suitable host authorities in order to ensure a collaborative working relationship to promote the Home Office International Operations team and to ensure the achievement of UK migration and the returns agenda. 

· Working with a cross-Home Office and FCDO team based in between Bangladesh and the UK, providing support and insights on key engagement activity both verbally and through accurate minutes of meetings. 

· Engagement with other interested groups and organisations on the migration agenda including other Embassies in Bangladesh, Migration Officers at other British missions overseas, NGOs and other organisations who have an overall impact on the general success of the migration work in Bangladesh. 

· Act as point of contact for UK Returns Logistics teams, Immigration Enforcement teams and other agencies, along with the wider team at the High Commission on returns and migration issues. 

Project Work (30%) 

· Implementation, oversight and management of projects funded from Returns Negotiations Fund (RNF) and Irregular Migration Fund (IMF) to ensure successful delivery against objectives; the project is delivered within budget and all reporting criteria is met. 

· Development of future projects for further funding cycles and development of reintegration scheme to support those returned to Bangladesh from the UK. 

Wider HOIO Objectives (20%) 

· Support to the Home Office International Operations (HOIO) teams core objective of disrupting organised immigration crime through air and visa routes.  Working with key internal and external stakeholders to reduce immigration harm to the UK border. 

· Assisting with the training of airline staff and immigration officers in Bangladesh 

· Assisting with the investigation of organised immigration crime groups and supporting colleagues within the wider team with enquiries. 

· Contributing to reports and analysis required by HOIO stakeholders 

· Attending Field Visits for Returns and HOIO purposes 

Administration (10%) 

· Producing weekly report on Returns and Migration activity undertaken in Bangladesh

· Maintaining overview of Migration & Returns Budgets

· Arrangements for inbound and outbound visits

· Provide cover for Immigration Liaison & Migration Manager at returns and migration focussed meetings

.  Provide support and contribute to the wider High Commission

Language requirements: 

Language: English & Bengali 

Level of language required: Excellent   

Additionally the role will support the wider objectives of the Home Office International Operations team in Bangladesh, through assisting with the disruption of organised immigration crime through both air and visa routes, with some internal travel within Bangladesh to support these objectives.  The job holder will additionally be expected to assist with training of key stakeholders.

Essential on arrival:

  • Minimum of a Bachelor’s degree in a relevant subject, or minimum of seven years’ work experience in a relevant field
  • Minimum of three years’ work experience
  • Strong understanding of the impact of political, economic, and social factors on migration.
  • Excellent understanding of the current political, social and economic context in Bangladesh
  • Excellent understanding of the current political, social and economic context in UK
  • Experience of engaging with Government of Bangladesh Ministers and officials.
  • Experience working with international partners
  • Strong organisational and time management skills and attention to detail
  • Strong interpersonal, verbal and written communication skills.
  • Excellent IT skills including Microsoft Office applications such as Outlook, Word, Excel, PowerPoint.
  • Commitment to values and ethics, integrity, reliability and discretion.

  • Experience of working in an embassy or international organisation
