The British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager, Grade – C4 (L).

 

Purpose of the job:

DFID Amman is looking for an energetic and experienced Programme Manager to support the scale up and implementation of the DFID Jordan Economic Opportunities Portfolio, totalling £200 million as part of the new UK-Jordan 10 year partnership following the recent visit of the British Prime Minister.  Support programme management in line with UK principles, standards and guidance – ensuring all compliance activities are undertaken. This includes design, mobilisation and implementation of new programmes in line with the DFID Jordan Business Plan, Business Case development, Due Diligence Assessments and ensuring Value for Money (VfM) is demonstrated in all new programmes.

 

Main Responsibilities:

• Manage and implement economic opportunities programmes in line with UK principles, standards and guidance – ensuring all compliance activities are undertaken. This includes design, mobilisation and implementation of new programmes in line with the DFID Jordan Business Plan, Business Case development, Due Diligence Assessments and ensuring Value for Money is demonstrated in all new programmes.

• Regularly review partner reporting, troubleshooting programme issues and escalating delivery risks as appropriate. Ensure annual reviews and project completion reviews are undertaken on time. Lead on the drafting of these documents.

• Oversee programme finances, ensuring budget are accurately forecasted and profiled throughout the life of the programme and payments managed to schedule.

• Lead coordination of monitoring of selected economic opportunities programmes. Monitor project delivery through visits to project sites. Critically appraise project progress. Write up monitoring visits and ensure recommendations are actioned.

• Build and maintain strong and effective working relationships with partner organisations, donors, wider civil society and private sector stakeholders, government counterparts and other programme stakeholders in Jordan.

• Build and maintain constructive working relationship with key contacts within the UK embassy in Jordan and UK based DFID Jordan colleagues.

• Take a lead on corporate priority agendas within the UK Embassy.

• Support economic policy engagement and advocacy, providing high quality contributions to briefings, UK parliamentary and ministerial deliverables.  Facilitating VIP visits to Jordan.

• Represent DFID at donor and partner meetings in Amman.

Essential:
• Fluent communication skills in English language (both written and spoken, this will be tested).
• Minimum 3 years of experience working on programme/project management delivery
• Candidate must hold a Bachelor’s Degree
• Strong understanding and experience of programme and resources management
• Experience of financial management and knowledge of best practice
• Strong communication and team-working skills
• Ability to scrutinise text and budgets in detail
• Ability to work in fast-paced, high profile environments, and deliver to deadlines
• Good understanding of Jordanian economy, private sector and business environment.
• Experience of working with or for donors
• Good judgement and ability to understand complex issues quickly

Desirable:
• Written and spoken Arabic is desirable but not essential.
• Experience working in the private sector
• Experience working in fragile or conflict-affected states or on related issues

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2375 per month depending on the candidate’s skills and experience. The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (pro rated) plus 14 public holidays.

The Embassy has an active and supportive learning culture and offers tailored mentoring and coaching programmes.
