Estates

Main purpose of job:

Effective estates and residential contract management, facilities management contract, inventory and procurement management to ensure FCO policies are followed and value for money is achieved.

Roles and responsibilities:

Estates , Residential and Protocol

  • Ensure the residential and estates inventory and asset register is up-to-date, including the procurement and disposal of equipment and furnishings in line with FCO policy. Maintaining the digitised stores inventory in a secure and tidy condition, stocks at the optimum levels to meet any contingency disaster but kept to the minimum according to audit guidelines.
  • Keeping records of maintenance request, utilities and refuelling of generator in the DFID office and leased residential buildings. Analysing the records in liaison with TWS on a monthly basis to monitor expense, consumption and efficiency.
  • Cleaning and refurbishment schedules of Residential properties including deep cleaning, soft furnishing, painting and polishing of floors etc. in liaison with CLO.
  • To arrange delivery of household equipment, furniture to houses as requested by CLO and Residence Manager.
  • Receive, physically check and keep records of the procured materials with liaison with EO and CLO.
  • Update information on Pyramid as per FCO and Estates guidelines regularly.
  • The ability to prioritise work effectively under pressure.
  • Ad hoc duties delegated by Estates and Residential manager and Embassy management.
  • Ad hoc support on the Ambassador’s Residence
  • Support the E&RM in budget forecast and monitoring.
  • Back up (leave coverage) for Protocol Officer.

Procurement

  • Contract management of the following:
    • Leased properties and maintenance of these properties to meet FCO standards.
    • Maintenance service contract.
    • Facility management service including cleaning, gardening and pest control services.
    • Ad hoc contracts on request of E&RM.
  • Co-ordination with Regional procurement HUB for consolidation of suppliers as per the procurement policies.
  • Preparing and processing of documents in line with FCO procurement policy for procurement of estates materials(technical items) and projects, health and Safety, house packs, white goods items except low value GPC procurement.
  • Processing, record keeping and making arrangement of utilities payments as per the FCO guidelines for water (drinking and household use), electricity , telephone, cables, internet service with liaison with CLO and EO.
  • Ensure all invoices for residential and office procurement are accounted timely as per the budget forecast and processes as per regional procurement hub guidelines.

What we want from you: 

  • Good knowledge of building services and maintenance regimes.
  • Good coordination with different parties to complete the work on time as per the agreed quality.
  • Good negotiation skills.
  • Licence holder preferably two and four wheel vehicles.
  • An innovative approach to problem solving and a positive attitude.
  • A working knowledge of Microsoft Office, especially Microsoft Word and Excel (Advanced Excel knowledge is desirable).
  • A proven track record of delivering results to a high standard within tight deadlines.
  • Using an evidence based approach to gather information from a wide range of sources and viewpoints, analysis and evaluation, and reaching sound conclusions in order to propose constructive solutions.
  • Excellent interpersonal and communication skills both in English and Nepali, with a strong customer focus.
  • Experience in procurement and achieve value for money in line with existing procurement policies.
  • Ability to work with contacts and colleagues at all levels.
  • Personal drive and the ability to be a self-starter as well as a team player.
  • Flexible, resilient under pressure and decisive with a proven track record of delivering results.
  • Willingness to work additional hours as necessary.

Language requirements:  

Language: English

Level of language required:  Good proficiency in writing and speaking in English.

Minimum 5 years of experience in construction/service industry with University degree in management, technical field or equivalent.

At least 5 year experience in procurement of construction items and projects/services, good knowledge of hospitality service.
