The Programme Support Officer will be responsible for assisting a programme fund and act as a back-up for relevant Post’s programme team colleagues when needed. They will need to work in partnership with colleagues across Post, Central Asia and the UK. The jobholder will spend 100% of their time on the programme which is expected to have a range of Uzbekistan based projects on different topics.

Main Tasks:

Support programme management and reporting

  • Support annual programme bidding round, commercial (e.g. contracts) and projects’ launch processes 
  • Support the local programme team in ensuring project publicity, including drafting and translation of texts
  • Support project partners to ensure compliance of projects with respective programme requirements and value for money
  • Support local programme team in collecting clear, timely and accurate monthly/quarterly financial and narrative reports 
  • Respond to daily queries from project partners
  • Attend project events and visit project sites in Uzbekistan

Financial and information management:

  • Monitor projects’ actual and forecast spend
  • Handle payments in line with FCO financial processes
  • Regularly update regional/local programme team, Post Programme Board, finance hub and UK programme team on actual and forecasted spend data
  • Enter data on projects into Hyperion system such as budget allocation, forecast and budget amendment
  • Liaise with Finance Hub and Programme Office on Hyperion programme/projects finance matters
  • Manage programme information effectively in line with UK government's policy and systems, including maintenance of shared programme documents

Other programme support:

  • Provide administrative and logistical support for programme related visits and events
  • Act as Secretariat for the Post Programme Board
  • Provide support to wider programme work at post as needed
  • Experience (at least two years) in project management and/or monitoring and evaluation, and/or financial planning and budget management, preferably in international organisations
  • Good understanding of Uzbekistan and regional context
  • Good interpersonal skills to build and maintain relationships with a range of stakeholders
  • Able to travel within and outside the country
  • Willing to take initiative, flexible, responsible and reliable team player
  • Proficient English and Russian language skills, Uzbek language skills a valuable plus
  • Attention to details

 

  • Experienced in using ORACLE based management/accounting systems
  • Experienced in public diplomacy
  • Occasionally willing to work/travel outside the working hours

This is a temporary full-time contract (40 hours per week) for 10.5 months depending on the starting date.
