Main purpose of job:


The jobholder will be responsible for managing the cross-cutting Caribbean Justice, Security and Governance (JSG) Programme under the OT CSSF. This is a substantive programme (£6.9m/US$9.8m) of a £14m+ in FY 18-19) which will deliver critical improvements in areas of Law Enforcement, Criminal Justice, Prison Reform and Disaster Management. The jobholder will oversee project delivery by a range of stakeholders and will ensure the programme is well governed, is achieving impact and is delivering strong value for money.



Roles and responsibilities / what will the jobholder be expected to achieve?:


The overall aim of the NSC Strategy for the Overseas Territories is to work with the OTs to protect UK sovereignty, promote the Territories’ good governance and sustainable economic development, maintain UK influence, and minimise risks to UK interests. The Justice, Security and Governance (JSG) Programme will deliver outcomes in support of the NSC strategy in order to achieve the following impact: The Overseas Territories are protected from and resilient to a range of security threats including natural and manmade disasters, economic insecurity, crime, and public health threats. They are governed by effective and transparent government agencies and institutions who are compliant to key, identified international conventions.


Against this background this is a dynamic and challenging role which will directly support HMG’s efforts to promote the security, good governance and properity of the British Overseas Territories through a major expansion in our programme activity to over £14m in FY 18-19 (we anticipate a roughly similar level in future years). JSG Programme will consolidate activity previously being carried out under two separate programmes with new governance and management structures that the jobholder will establish and oversee. The Miami based C4(L) jobholder will line manage two B3(L) and one A2(L) programme delivery assistants.


This is the ideal job for someone looking to develop their project and programme management experience as well as their policy skills in a unique area of FCO work. The Caribbean JSG Programme delivers in priority areas including Law Enforcement, Criminal Justice, Prison Reform and Disaster Management. The job will help you understand –and overcome – the thorny challenges of the security and governance space.


The jobholder will work closely with the OTD London based JSG Programme Manager reporting to the D7 Head of Programming on programme management. In programme component and project design, delivery and monitoring & evaluation you will work closely with the Miami-based Law Enforcement, Criminal Justice and Disaster Management Advisers, the UK based Prison Adviser, and Governors’ Offices.



Key elements of the role are:


  • JSG (Caribbean) Programme Management delivering the requirements of JSG Programme document in accordance with CSSF Programme Management Guidance, including oversight of project design, delivery and effective financial management
  • Monitoring and evaluation of programme delivery and risks, including in terms of cross-cutting requirements on e.g. gender and do no harm
  • Attend quarterly JSG Programme Board meetings held in OTD, London. Report to SMS 1 Board Chair on programme delivery, impact and issues / risks
  • Line Management of two B3(L) and one A2(L) programme delivery assistants including US Fair Labor Standards Act 2016 administration and approval of CCC & GPC credit card expenditure

Whilst based in the British Consulate-General in Miami you will be a part of the Overseas Territories Directorate located in the FCO in London. The Miami based D6(L) Law Enforcement Adviser is the Head of the OTD-Miami team. Personal development is encouraged, through relevant hands on experience, formal training and coaching. which supports flexible working.

OTD is committed to supporting Learning and Development both role specific and for longer term development. We are ensuring that there is sufficient funding available to support a range of training opportunities. This position offer’s opportunities to develop policy and strategy skills; programme and project management and developing networks and stakeholder management. You will have an opportunity to learn about the Territories through visits as well as through the new Practitioner level Diplomatic Academy course on the Overseas Territories.

 

FCO Mandatory Training and CSSF Programme Management Training will be completed
