Main Purpose of Job:

Finance Officer for post. Management of FCDO and local government budget allocations. Develop close working relationship with stakeholders at post and with the Finance Hub based in Washington DC. Project management of delegated CSSF projects. Management of events and inward visits.

Roles and Responsibilities:

  • Management of FCDO and Falkland Island Government budget allocations – across differing financial years.
  • Financial management including:
  • Profiling and forecasting
  • Self-audit
  • Account analysis
  • Activity recording
  • Business planning and estimates
  • Local bank account management and reconciliation.
  • Completion and reporting of monthly accounts for FCDO
  • Prepare and present to line manager for approval
  • Ensure submission to required schedule
  • Develop collaborative links with regional Finance Hub ensuring Post meets overall reporting standards and requirements and is able to resolve and reconcile budgetary problems and differences.

The successful candidate will be an efficient, experienced finance operator, able to engage colleagues not expert in financial matters, and build a rapport with colleagues in the regional Finance Hub in Washington. The job holder will have excellent organisational skills, an eye for detail and the ability to multitask and troubleshoot problems creatively without a drop in financial standards or service to stakeholders.

Resources Managed:

There is no staff management required in this post. Budgetary management of two post budgets (totalling around £400k per annum) and delegated CSSF funds will be required (around £100k per annum).

  • Book keeping experience and relevant qualifications. 
  • GCSEs in English and Maths
  • Good working knowledge of Microsoft Office including MSTeams.
  • Driving licence.
  • Right to work in the Falklands Islands
  • Internationally recognised accountancy qualifications (AAT, ACCA, SAGE Book keeping etc)

Learning and Development Opportunities:

No specific courses required. There will be the opportunity for online learning and development and to participate in broader FCDO training activities.  

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Working Patterns:

This is a part time role starting at 30 hours per week. Precise working days/hours to be negotiated.

This is a demanding post requiring the individual to work across a wide range of stakeholders, many of whom are not based in the Falkland Islands. As such the post holder is expected to be able to create and sustain relationships that enable objectives to be fully delivered. As a small post each member of staff is required to provide cover for colleagues during periods of leave or sickness, appropriate training will be provided. This does require the post holder to display flexibility and a willingness to learn new skills.
