UK Mission

This is an exciting time to join the UK Mission to ASEAN (UKMis ASEAN). In August 2021 the UK became the first new ASEAN Dialogue Partner for 25 years and we have just agreed the first ASEAN-UK Plan of Action, setting out how the UK and ASEAN will collaborate over the next five years. We are now starting to design a range of new ASEAN-UK development programmes.

This role will play a critical part in designing and delivering of all of our ASEAN-UK development programmes under the socio-cultural pillar. Programmes are not agreed yet, but this is likely to focus on climate change, health and education, amongst other areas. This is a fantastic opportunity to work on important issues that will have a positive impact across the ASEAN region and shape the future the ASEAN-UK relationship.

The role will initially focus on programme design, working with policy leads and technical experts across the region to design ambitious programmes which meet UK and ASEAN priorities. The focus will then shift to programme set up and delivery, including commercial procurement. You will manage two staff and will be responsible for all aspects of programme management to ensure that the programmes run effectively, provide excellent value for money, and deliver the intended impact.

You will be part of the programme team in the UK Mission to ASEAN, working closely with the Socio-Cultural Counsellor in UKMis ASEAN, UK Government colleagues across the ASEAN region, and external implementing partners, to design, manage and monitor ASEAN-UK programmes. You will need experience in development programming and financial management, a strong knowledge of the region and the ability to build working relationships with a wide range of teams.

You will ideally have experience and expertise in at least one of the three priority issues – climate, health and education. We would then shape the role to focus on your area of expertise, although you will still need to work flexibly and delegate effectively to oversee the entire socio-cultural portfolio. We are also looking to recruit people who can work flexibly across the wider mission, to cover gaps, gain new experience, and stretch into new areas of responsibility as the context evolves.

Roles and responsibilities:

  • Programme Management. Work with technical experts in the region, including finance colleagues, to ensure that all programmes comply with UK FCDO programme management rules, including robust financial management, risk management, and monitoring, evaluation and reporting processes. You will be the Programme Responsible Officer (PRO) for at least one (possibly 2 or 3) programmes. This means you will be accountable for driving, on a day-to-day basis, the delivery of programme outcomes within agreed time, cost and quality constraints, reporting to the Senior Responsible Officer (SRO) for each programme.
  • Programme Design. Work closely with colleagues across the region and in the UK to help design a suite of ASEAN socio-cultural programmes – including activity on climate change, health and education as well as potential humanitarian interventions. Ensure that projects are designed to maximise development impact and meet ASEAN and UK priorities.
  •  Procurement and Contract Management. Work closely with commercial colleagues to run any necessary procurement exercises to secure new programme implementing partners. Manage ongoing commercial contracts to ensure that all commercial contracts deliver the intended outcomes and maximise value for money.
  •  Stakeholder Management. Build strong working relationships with all of our internal and external stakeholders. This will include policy leads and technical experts in the UK Government, programme implementing partners, programme beneficiaries, and counterparts in the ASEAN Secretariat.
  •  Regional Coordination. Work with colleagues in all ten ASEAN countries, to ensure that our ASEAN programmes align with wider bilateral priorities in the region and drive programme coherence across the region. 
  • Communications. Draft communications materials about ASEAN programming as required. Support the UK Mission to ASEAN and colleagues in the region to present and communicate our programme activity to external counterparts.
  •  Support wider FCDO programme delivery in the region where required. You will provide programme management advice to teams across the region and work closely with both regional and country technical advisors.
  •  Work with the FCDO Indo-Pacific Regional Department to capture and disseminate learning and best practice from programming, raising the profile of our work and supporting the improvement of programming across the region.
  •  Ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout.

The exact coverage of the role will need to respond to the requirements on the team at the time of commencement and you should be open to change and flexibility.

  • Excellent oral and written communication skills in English
  • Excellent programme and financial management skills, with experience of applying these in the international development sector
  • Experience of working with commercial suppliers.
  • Excellent organisational skills and ability to juggle competing priorities, including the ability to manage multiple projects concurrently
  • Strong ability to build relationships, collaborate with partners across government and external stakeholders.
  • A proactive approach and a focus on continuous improvement, with an appetite to work with others to simplify processes and improve efficiency.

  • Previous experience of working on climate, health or education in a development context
  • Previous experience working with ASEAN or government officials in the ASEAN region
  • Awareness of UK government structures and processes.
