The Pay and Benefits Manager will lead on pay policy and delivery for locally employed staff working at British Embassies, High Commissions and other Offices located in the region.

This position requires an extremely detail oriented person who has the judgment and skills required to work with sensitive and mission-critical information.

The role of the Regional HR Hub is to provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers across the region and to provide a strategic and professional HR capability to support Regional Senior Leaders in delivery of business of objectives. The HR hub forms an integral part of the global HR offer to staff working in the overseas network for the UK Foreign and Commonwealth Office, and will lead on all region specific HR issues in collaboration with the London based HR Directorate. 

Roles and responsibilities:

  • Implement Pay Benchmarking exercises across the region, working in partnership with Post Leadership teams and Hub Management Team and PAG’s (Partners Across Government).
  • Facilitate Joint Pay Review model with DFID and FCO posts.
  • Coordinate Paymodelling for all Local Staff on FCO Terms and Conditions of Services and advise posts, on most affordable and appropriate pay settlements in collaboration with RMD( Resource Management Department), Finance Hub and London Pay team.
  • Liaise with Pay & Reward team on policy issues and initiatives for local staff.
  • Coordinate interaction with external consultants during pay review projects; organise, analyse and propose draft information and materials for Consultant briefing on the Pay Review model and schedule. This includes LTR (light touch reviews) and FPR (fundamental pay reviews).
  • Analyse the tracked Local & Regional Pay Reviews across the region including a comparison across posts on the various percentiles (25th – 75th) and provide input to the Pay team in London, RMD and the Finance Hub.
  • Review and document Pay Review processes and procedures and provide input to support the Pay Review model.
  • Adapt to future developments of FCO Policy and Pay Review process according to central directives/guidance.
  • Advise HR Hub Managers on Pay and Benefits enquiries and provide information and interpretation to HR Hub Managers and Posts regarding FCO Pay and Benefits policy and respective guidance.
  • Provide advice to Posts to facilitate decision making on Reward & Benefits by proposing possible scenarios within the policy by adapting to Local framework in collaboration with Head of HR, RMD and London Pay team.

Pay Reviews (40%)

    Payroll Management (40%) 

  • Manage and oversee accurate and timely delivery of payroll for all Local Staff payrolls to ensure effiency and accurate payments of salaries across the region.

  • Deliver a seamless process flow for all payroll processes including the payrolls for PAG’s to ensure the most streamlined and efficient process of payroll operations.

  • Provide appropriate and most efficient payroll solutions to post and manage the service agreement within the agreed timelines.

  • Resolve payroll problems like tax and all other escalated payroll enquiries by proposing the best solution and collaborating with Post and Hub Payroll team to resolve withinin Local Staff Pay Policy.

  • Provide input and advise on Social Security & Benefits (other payments like allowances, TOIL & overtime) and exit requirements and terminal payments to agreed HRD policy and in liaison with Regional HR team for advice on Local Labour Law provisions.

  • Oversee and advise on procedural controls, risk and governance as it pertains to administrative input to Payroll.

  • Maintain customer engagement to ensure quality delivery of services and providing guidance.

    Stakeholder Engagement (10%)

  • Liaise with the Pay Review Consultant, Pay Team in London, Finance Hub and RMD to recommend the most appropriate pay settlements for posts after the Pay Review.

  • Establish a Support Service by analysing pay data and compiling reports that provide reliable information to posts to make decisions reagarding local staff pay in the region.

  • Provide feedback and input into Local Staff Pay Policy with particular reference to Pay Reviews and Payroll practices.

     Line Management (10%)

    Manage and supervise the Pay and Benefits team

Language: English and Spanish

Level of language required: excellent oral and written communication in both English and Spanish.

Essential on arrival:

  • 3-5 years of work experience in HR and payroll.
  • Bachelor’s degree.
  • Demonstrated ability to operate in a shared services environment.
  • Strong quantitative skills.
  • Excellent customer service skills.
  • Proven organizational skills and attention to detail are required.
  • Outstanding interpersonal skills, with the ability to work with people at all levels in a fast paced environment.
  • Must be able to work independently as well as part of a team.
  • Proficient in all MS Office applications, specifically Word, Excel and Power-point
