The British Embassy in Dushanbe is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Economist to join the UK Department for International Development (DFID) based in Dushanbe.

DFID is the Department within the Government of the United Kingdom that is responsible for developing and delivering the UK Government’s official development assistance across the world.

 Reporting to the Head of Office for the Department for International Development (DFID), the Economic Adviser will support the Head of Office to deliver a high quality development programme in Central Asia. Representing DFID and UK on economic issues in Tajikistan and Kyrgyzstan. Lead and manage DFID’s work on public financial management and provide cross cutting advice to DFID’s governance and growth teams as well as DFID’s corporate work.

 

Roles and responsibilities:

Projects and Programmes

  • Project design, management and oversight: Lead economic appraisals of DFID investments, as well as lead/support project and programme design, management and oversight.
  • Public Financial Management: Act as Senior Responsible Owner (SRO) and Leader Adviser for the Tajikistan Public Financial Management Programme, which works with MPs, civil society and Ministries to tackle some of the barriers to economic growth in Tajikistan while, at the same time, strengthening democratic institutions.
  • Cross-cutting advice: Provide economic advisory inputs to other programmes including the Central Asia Investment Climate Programme; Policy Innovation Fund (under design), and Enterprise and Innovation Programme (under design), as well as advice to the governance portfolio in Kyrgyzstan.
  • Annual Reviews and Project Completion Reports: ensure that within your portfolio all Annual Reviews (ARs) and Project Completion Reports (PCRs) focusing on lesson learning and that ARs and PCRs are completed to time and standard based monthly management reports.
  • Regional and Centrally Managed Programmes: Lead engagement with DFID’s regional trade and economic development programmes including CASA 1000, and programmes supporting financial sector development.

Policy and partnerships 

  • Development Diplomacy: Lead engagement and establish credibility with senior members of the Government of Tajikistan and Kyrgyzstan and multilateral and bilateral partners in the dialogue on economic issues related to the UK’s development programmes and wider economic policy in country and the region.
  • Economic and political economy analysis: Leading the monitoring, analysis and reporting on macroeconomic, trade and economic development issues to DFID and HMG partners, and apply this knowledge to adapt programmes and provide regular advice to the Head of Office, wider office, and HMAs in both countries.
  • Economic reporting: lead and oversee the production of a short and pithy Quarterly Economic Monitor (max two page) and dissemination of the key economic developments effectively across the office, the FCO and our external partners.
  • Contribute to a cross-government approach to delivery in Central Asia: build and maintain a network of financial and economic contacts, including IFIs, ensuring regular contact and identifying opportunities to add value through group meetings on particular issues to progress DFID and UK priorities.
  • Horizon Scanning and Lesson Learning: Support horizon scanning by being able to provide sound technical advice and lead technical discussions to identify new ways of working in line with the UK Aid Policy and UK strategy for Central Asia; and ensuring lessons from Central Asia helps responsible learning across DFID, Whitehall, development partners and partner governments.
  • Represent DFID in Tajikistan (and Kyrgyzstan as required): e.g. Represent DFID in the Development Coordination Council (DCC) Working Group on Public Financial Management (currently Chair) as well as other key groups such as financial sector development as required.

 

Corporate and other responsibilities

  • Office Business Plan and Senior Management Team: Support monitoring and updates of the DFID Central Asia business plan, advising HoO of key risks, opportunities and strategies to enhance DFID’s engagement.
  • Communications and briefing: Work with office staff, country liaison team (London) and other government departments to ensure DFID Central Asia is delivering high quality internal and external communications and briefings to maximize the impact of DFID’s work.
  • Advice and Capability: Provide economic advice, training and support to DFID colleagues to enhance economic awareness across the team and broader organisation.
  • Contribute to the DFID Economist Cadre through participation at conferences and other knowledge sharing events and forums.

 

 

  • A postgraduate degree (Master’s or PhD) in economics or related discipline that includes macro, micro, international economics and quantitative methods.
  • At least 2 years practical work experience as an economist including with international organisations on development issues in Central Asia.

 

  • Experience in Public Financial Management and the Financial Sector.
