Main purpose of job: 

The Team Leader of Regional HR Hub, Latin America will lead on delivery of key HR processes for Local Staff working at British Embassies, High Commissions and other Offices located across the region. The role of the Regional HR Hub isto provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers across the region and to provide a professional HR capability to support Regional Senior Leaders in delivery of business of objectives.

The HR hub forms an integral part of the global HR offer to staff working in the overseas network for the UK Foreign and Commonwealth Office, and will lead on all region specific HR issues in collaboration with the London based HR Directorate. The role reports to the Head of Regional HR for the Americas region, based in Washington. Delivery will be through the HR hub team, working closely with their partner Regional Learning and Development Team and London based HR Policy leads.

Roles and Responsibilities:

The Head of Regional HR Hub will be responsible for oversight of delivery of transactional HR services through the team and will help in developing regional HR policies in compliance with local employment law Labour Laws. You will work closely with the Americas Head of Regional HR, with the Business Partner (based in London) and with HR policy leads to manage HR policies and processes which are globally consistent but locally appropriate. You will be responsible for leading and managing your team in the Latin America HR Hub. Key responsibilities include:

  • Responsible for ensuring the delivery of key HR processes - recruitment, performance management and development, pay and benefits, strategic HR support, general HR enquiries.
  • HR liaison on an operational level between HR Hub and the Region on their portfolio of activity, ensuring all new HRD policies are communicated and implemented within the network
  • Outreach to hub stakeholders, including, Corporate Services Managers and DHM’s and staff from other Government Departments..
  • Coach/advise Posts on workforce planning.
  • Support line managers when dealing with employment relations issues.
  • Maintain overview of labour relations in Posts across the region.
  • Review and make recommendations on Local Staff terms and conditions of service, ensuring regional consistency where possible.
  • Provide advice to Posts on Pay & Reward strategies and Pay benchmarking.
  • Analyse post staff survey results and provide advice on areas for improvement to posts, advising Posts on their implementation plans and monitoring progress.
  • Perform Job evaluation and grading.
  • Advise Posts on Performance and Talent validation.
  • Oversee the delivery of effective management information on a range of HR indicators for your team and contribute to delivery of the Hub SLA.
  • Monitor, analyse and suggest improvements to key performance indicators to ensure quality HR services are delivered across the region. Produce HR Hub management information.
  • Leadership of a team of 8 HR Hub staff, including line management of HR Managers and countersigning Officer for other HR Hub staff.
  • Keep professional knowledge up-to date, following trends, ideas and innovations occurring within the HR sphere, to ensure services standards are met and a culture of improvement grows within the hub.

  • Bachelor’s degree in Business Administration, HR or Social Sciences (or equivalent evidence of vocational learning).
  • Minimum 5 years experience in a HR Manager role, preferably in a HR Business Partner capacity.
  • Line management skills and relevant leadership experience of conducting performance reviews with staff to develop capability is essential.
  • Proven ability to influence Senior Managers in HR Project rollout and implementation activities.
  • Strong interpersonal and communication skills, self motivated and results driven. Keenly aware of customer requirements.
  • Excellent IT skills in Word, Outlook, Excel, PowerPoint.
  • Experience in any of the specialist fields in Human Resources (Performance Management, Pay and Benefits, Learning and Development or Recruitment).
  • Fluent English and Spanish, both written and spoken are essential on arrival.

 

  • HR professionally qualified – SHRM, CIPD or equivalent.
  • Experience of a shared services environment.
  • Experience of using an cloud based recruitment tool – automated tracking system.
