Main purpose of job:

The role includes managing and leading on HR responsibilities for the British High Commission and the Deputy High Commissions across India network. The role includes working closely with the HR SAAD Hub on various HR functions. The incumbent will be responsible for managing local staff and terms and conditions and will have line management responsibility.

Roles and responsibilities 

Roles and responsibilities / what will the jobholder be expected to achieve?:

     

 

HR Policies and Local staff terms and conditions:

  • Manage and lead on local staff terms and conditions (LE TACOS).
  • Periodic review of  HR policies and manage change in policies due to change in FCO guidance or due to change in local labour law in consultation with Senior Management, Local staff Association (LSA), HR SAAD Hub and Honorary Legal Advisor (HLA)
  • Communication to all staff on any update in the policy
  • Provide guidance to SAAD HR hub on local policies when needed
  • Work closely with the CSMs across all post in India network on any policy change

 

 

Employee Relations:

  • Manage any misconduct and disciplinary issues in consultation with the HR Hub. Refer to HLA when needed
  • Manage any staff grievance issues for e.g. bullying, harassment and discrimination
  • Lead and manage People Committee meetings to discuss staff issues and follow up on the action points
  • Work closely with LSA on any ongoing staff issues

 

 

Induction:

  • Manage and lead on New Delhi Induction program on quarterly basis (or depending on number of joining)
  • Manage and lead on All India induction program twice a year
  • Ensure that the induction pack is updated and is readily available for the use of new joiners

 

Payroll:

  • Responsible for sharing consolidated variable monthly pay inputs with the pay and benefits team after doing a quality check and taking necessary approvals.
  • Communication to CSMs on the  monthly deadline
  • Provide any statutory guidance on pay to Pay and Benefits team in consultation with HLA
  • Review ongoing responsibility allowances every 6 monthly.

 

Recruitment:

  • Provide necessary approvals on recruitment related cost for advertisement cost, vetting cost etc
  • Manage the security vetting contract, currently with KPMG. Provide inputs for Terms of reference for the contract and work closely with the procurement hub on managing the contract e.g. renewal etc. Participate in the meetings with the vendor.
  • Secure PSO approval on the vetting report of the new joiners

 

Medical Insurance:

  • Manage the Medical Insurance contract for all staff. Work closely with the Procurement hub on the bidding exercise on the contract. Take timely approvals from senior management
  • Consult LSA and DFID NSEC on and inputs from the staff and share the details with the senior management for their consideration and approvals
  • Hold meetings with all stake holders to take their inputs and share the cost implications
  • Ensure that all eligible staff are covered under the medical insurance scheme as on the beginning of the financial year
  • Provide staff details to the vendor when needed
  • Ensure the payment formalities are timely followed to avoid any delay
  • Ensure that there is enough CD balance with vendors to enrol the new joiners throughout the year
  • Provide approvals when needed for payments from corporate buffer
  • Handle staff issues related to medical insurance
  • Distribution of medical insurance cards to all staff
  • Communication to all staff on any update on medical insurance
  • Work very closely with TPA on day to day issues/queries.

 

 

Employment letters and personnel files:

  • Issue letters to staff prepared by the hub- Experience letter, Confirmation letter, Employment letter etc
  • Provide address proof letter to the bank for UK based staff

 

Budget:

  • Responsible for managing HR budget
  • Forecast the budget in MTFP
  • Keep a tap on the expenditure and provide approvals where necessary
  • Payments to the vendors related to HR

 

 

HR Contracts:

  • Manage/co-manage HR Contracts (Medical insurance, Staff security vetting, Pre-employment health check) and ensure quality services to BHC.
  • Work closely with procurement hub for fresh bids/renewal of ongoing contracts, Ensure contracts gets renewed timely. Participate in technical evaluations of the contract, communicate and keep all the stakeholders informed.

 

Staff Exit:

  • Provide clearance to staff
  • Issue experience letters
  • Sign off on the SAF form for payment

 

Communication:

  • Communication to all staff on any HR related update or information

 

 

Other HR Annual exercise:

 

  • Prepare and circulate holiday list on annual basis in consultation with Senior management and LSA
  • Communication to all staff on annual basis seeking nominations for voluntarily PF scheme. Collating and sharing the data with the Pay and Benefits hub team
  • Distribution of letters- Salary certificate, PF statements, Increment Letters

MBA in HR with minimum 7-8 years of experience in HR
3 years experience of working in a diplomatic mission or an international organisation with staff from diverse cultural background

For British High Commission (BHC) candidates, the Local Staff BHC Terms & Conditions will apply.

 

For other than BHC candidates, salary will be INR 53,358 per month together with a 12% provident fund and 6% Superannuation Fund/ Special Allowance
