The British Embassy in Muscat invites applications for the position Estates Manager grade B3 (L) to start as soon as possible.

Main Purpose of the Job:

To engage and manage technical experts in construction and maintenance activities to ensure a planned programme of maintenance and small works programme is delivererd to ensure that the British Embassy Estate is maintained and continuously supported to relevant health and safety standards. Line manage British Embassy technicians and be responsible for monitoring outsourced technical support.

The applicant shall provide evidence of experience of working within UK health and safety standards and of working with NEC3/4 contracts, producing small works specification. The applicant should demonstrate experience within budget responsibilities.

This role reports to the Head of Corporate Services, with a requirement to deputize when required.

Duties and Responsibilities:

  • Deliver and communicate London-led and local Estate policies in consultation with all stakeholders.
  • Act as lead on all Health and Safety (HS) policy implementation, including training and meeting maintenance provisions in line with Foreign, Commonwealth and Development Office (FCDO) HS guidance; including Risk Management.
  • As the appointed Health and Safety Administrator, promote Post (Embassy) Health and Safety Mission Statement.
  • Lead on all Procurement and Tendering provisions.
  • Ownership of all purchasing/ contracts delivery, ensuring actions are carried out according to the FCDO Procurement guidelines;
  • Maintain and monitor performance of all commercial contracts through operating procedures and Contractual KPI Management, as per terms of agreement.
  • Oversight of all posts’ Health and Safety compliance records, Planned Preventative Maintenance plan, Projects / Tasks
  • Provide strategic leadership and focused Project Management.
  • Advise on cost effectiveness and provide value for money analysis.
  • Responsible for an operationally effective Estate through focused management;
  • Deliver Housing and Related recommendations with clear justifications to the post Platform Committee.
  • Oversight and delivery of all Accommodation provisions (Residential Accommodation Portfolio) on and off-site.
  • Oversight of external contractors/ companies affecting Post’s integrity.
  • Provide advice and recommendation to Senior Managers/ London of associated risks and concerns;
  • Budgetary oversight of all Maintenance.
  • Approve purchases of supplies, equipment, and services for the Estate.
  • Responsible for an operationally effective Estate through focused management and strategic planning;
  • Ownership and delivery of the Forward Maintenance Register, with oversight of maintaining and updating an Asset Register.
  • Ownership of Estate Database (Pyramid) data, ensuring accuracy and timeliness of updates and reporting.

Estate Management and Leadership

  • Deliver and communicate London-led and local Estate policies in consultation with all stakeholders.
  • ESTATES (Embassy, Ambassador’s Residence , MQ Houses and Rented Apartments )
  • Overall responsibility for estates related project works in close liaison with FCDO stakeholders (ESD, FMCU, FCDOS).
  • Plan, measure and monitor estates performance against set targets, preparing reports as required
  • Provide local technical expertise, escalating to Technical Works Officers where required
  • Update local leadership team on estates matters, escalating as required.
  • Lead on sustainability plans to meet global targets
  • ACCOMMODATION (Embassy, Ambassador’s Residence , MQ Houses and Rented Apartments)
  • Ensure that Accommodations comply with FCO safety standards
  • Oversight and delivery of all accommodation provisions e.g. furnishings, appliances, equipment .etc
  • Ownership of Estate Database (Pyramid) data, ensuring accuracy and timeliness of updates and reporting.

Maintenance

  • Overall responsibility for routine building maintenance across the Estate
  • Oversight of the operation and maintenance of the estate, ensuring that systems are maintained and services delivered in accordance with FCDO policies and technical standards, whilst delivering value for money
  • Management of the Hard /Soft Facilities Maintenance Contracts.

Health & Safety

  • As the lead on estate related health and safety activity, ensure implementation of FCDO’s H&S policies and risk management procedures. Oversight of posts’ health and safety compliance records.
  • Act as the focal point for staff H&S queries and promote the Embassy’s health and safety mission statement
  • Lead with respect to fire safety as the appointed Fire Safety Manager

Leadership

  • As the deputy in the team, assisting HCS to run the team and taking on works / projects as required for the Department and cover the head of team role as required.
  • Responsible for estates contingency plans and act as the coordinator in crises.

Governance

  • Prepare and respond to any audit and assessment requests, ensure compliant record keeping.
  • Ensure that a proactive risk management approach is taken to all work, ensuring compliance with UK and local standards.

Budget responsibilities and accountability

  • Run the maintenance, furniture, estates Project budget in accordance with best practice including profiling, monitoring and controlling spend to deliver on budget.

  • 5x Maintenance Team – External Contractor

Procurement

  • Lead on all procurement and tendering where expenditure relates to the estate. Ownership of all purchasing/ contracts delivery, ensuring actions are carried out according to the FCDO Procurement guidelines;

The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable salary of 1,177.473 Omani Riyals per month inclusive of all allowances; and use of on-site recreational facilities (including a swimming pool and social club).

The contract will be for full-time employment, on a permanent basis.

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

Conditioned working hours are 35 hours per week. Standard working hours are 07:30 – 14:30, Sunday to Thursday. The Embassy supports and promotes flexible working as a crucial part of our inclusive offering.

There is a holiday entitlement of 30 days per year (pro-rated) following successful completion of a 3-month probation period. Holidays that have already been booked will be honoured. There are also national holidays determined annually by the Embassy, which usually total 14 days per year.
