Main purpose of job:

We are seeking a motivated and high performing programme manager for the Global Trade Programme in Indonesia and will be responsible for the successful delivery of the programme, which is a part of the UK’s Prosperity Fund.

The focus of the Global Trade Programme in Indonesia will be to:

  • Reduce poverty and stimulate inclusive, sustainable economic growth;
  • Supplement wider Embassy/HMG efforts to reduce barriers to trade; 
  • Develop the UK/Indonesia trading ‘offer’ in the lead up to the UK leaving the EU in March 2019.
  • Open new markets for international businesses, including UK companies;

This new role will bring together a high level of independence in a complex environment, working closely with trade, economics and prosperity leads at the Embassy as well as across the region and in the FCO and Other Government Departments in the UK. 

Roles and responsibilities / what will the jobholder be expected to achieve?:

Leading on oversight of the GTP in Indonesia:

  • ensuring synergy with other UK programming and activities in country;
  • devise and develop the GTP in Indonesia, identifying gaps in, and avoid over-laps between, Prosperity Fund programmes and
  • contributing to project planning and reporting on delivery progress, value for money and emerging risks;

Proactive stakeholder management;

  • building strong relationships with the Government of Indonesia; across government Departments in Jakarta and London and third party implementers;
  • reassess and prioritise as appropriate ongoing commitment to programme activities in relation to core programme objectives, planned outputs and outcomes;
  • avoiding wider duplication through awareness of other donor activities in the same space.

Effective and impactful day-to-day management of the programme:

  • Developing strong relations with other Global Trade Programme priority country leads such as South Africa and Brazil, sharing lessons learnt as and when appropriate;
  • Use expertise of the Indonesian market to act as the conduit between service providers and support the service manager in London in the defining of the Global Trade Programme strategy for Indonesia throughout the inception period.
  • Reporting key programme developments, successes, and risks to the service manager and the Global Trade Programme operational board in London.

Alongside your core responsibilities you will need to:

  • Build links across the Embassy by developing, chairing and servicing a Trade Virtual Team consisting of programme, policy and commercial colleagues.
  • Maintain a strong network with your colleagues in the UK, and counterparts in LatAm and other priority Global Trade Programme countries (this will involve international travel to, for example, work alongside the service manager and programme team in London).
  • Support the wider Prosperity team, and take on Embassy corporate roles.
  • Graduate with a university degree and at least five years of experience in a relevant field
  • Broad understanding of the Indonesian business environment, ideally having worked both in the public/private sectors. Relevant project management qualification/knowledge of programme management principles
  • Experience in developing policy advice and analysis
  • Excellent oral and written communication skills.
  • Excellent stakeholder mapping skills and experience of engaging, influencing and building credibility with a range of different stakeholders.
  • Experience of managing budgets
  • Experience/knowledge of cost / benefit analysis and impact assessments.
