Main purpose of job:

This exciting new role has been created to improve team dynamics and working relationships across UK Missions in the Europe / EECAD region. The purpose of the role is to deliver interventions to raise performance, improve engagement, resolve conflict and make our working environments as inclusive as possible. The role holder will design, develop and implement tools, solutions and communications to improve leadership at all levels and tackle experiences of bullying, harassment and discrimination in Missions across their region. Conducting follow up evaluations will be critical to assessing the success of interventions and building an evidence base of what solutions work. The successful candidate will engage with, encourage and influence leaders, stakeholders and key process owners to improve our people’s experience of working life.  The role holder will travel extensively and partner with a wide range of stakeholders across their region and in the UK, offering advice and practical support on cultural issues and ways to maximise engagement and inclusivity.  The role will work closely with the Management Advice Service, the Diversity & Inclusion team and Regional HR Hubs.

Roles and Responsibilities:

▪ Plan, manage and lead this pilot project, securing buy-in from senior leadership in the region, regional HR hubs, Diplomatic Academy regional training teams, Human Resources colleagues and employees across your FCO region.
▪ Identify and deliver holistic interventions, based on diagnosis of various data, that drive culture change within posts and across the regional network and ensure that recommendations are successfully implemented and embedded. 
▪ Coach, develop and advise senior leaders on people and change leadership working in close partnership with key stakeholders to drive a culture of continuous improvement focused on personal performance, engagement and wellbeing.
▪ Deliver a measurable reduction of employees’ experience of bullying, harassment and discrimination.
▪ Deliver expert, pragmatic Employment Relations advice to managers in posts, and work with HR teams to ensure consistency in decision making in accordance with FCO practice.
▪ Support the informal resolution of issues, e.g. through mediation.
▪ Act in partnership with HR teams to anticipate and advise on potential employee relations issues and in developing business appropriate employee relations strategies for individual posts.
▪ Ensure the FCO’s culture continues to shift towards individual responsibility and informal dispute resolution and proactively support initiatives, systems and communications from the centre to help drive this culture change.

▪ Proven track record in employee relations casework
▪ Organisational development and leadership development. 
▪ Experience of managing a diverse and dispersed group of stakeholders. 
▪ Strong cultural awareness and conflict resolution skills.
▪ Degree educated.
▪ Fluent in English, with excellent written and verbal skills.
▪ HR Professional Accreditation (CIPD or equivalent).

This is a one year fixed term, full-time contract (35 hours net per week) subject to 30 days probation period.


The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of € 71,867.04 gross annual salary paid in fourteen instalments, provided that the individual in question is subject to individual income tax (IRS) in Portugal on the employment income in question or, alternatively, is subject to income tax on such income in the UK; plus a monthly meal allowance of € 134.00.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.

The Embassy will not consider applications from existing staff who have not successfully completed their probation period or, in the case of staff on temporary contract who have not yet completed two thirds of their contract.

Learning and development opportunities:  

HRD provides a rich learning environment and this role will offer great development opportunities across a range of Band D competencies.

Training required: Mandatory FCO training (including Diversity), FRO training, mediation training, MAS familiarisation.

This role is a Local Staff role, working from the Lisbon HR Hub. The role will be line managed by the HR Hub Head and have a strong relationship with the Head of the Management Advice Service.  The role will also work closely with the London-based HR Business Partner team.

Extensive regional travel will be required to spend quality time in posts in the regional network.  All applicants will need to be fully mobile.

This newly created role is an exciting opportunity to make a real difference to one of the FCO’s top priorities; to tackle bullying, harassment and discrimination.

This is a pilot project, so the successful candidate must be able to work at pace and be highly proactive to maximise impact. Establishing a knowledge of best practice from within the FCO and externally will be important from the outset to provide advice to senior colleagues and effect organisational change.  Some of these conversations may be challenging as you tackle misconceptions around management and communication and encourage leaders to look at working culture and their own behaviours.

On casework, the successful job holder will be someone who can understand the context on the ground and, through careful and considered analysis, read the situation and advise what needs to be done. They must have advanced communication skills, to be able to talk to people (from lowest to highest grade) and come up with suitable solutions.

The role needs highly developed interpersonal skills to be able to establish trust and confidence with others, including senior members of staff, and leverage relationships, in order to tackle problems before they escalate. The scope of action required will include providing solutions to implement for specific complex case work (e.g. investigation, mediation, organisational design, etc.) ensuring there is consistency of action.

As well as a proactive nature, this role will require someone with sound judgement as autonomy and impact will be high.
