The UK Representation to the European Union (UKREP) in Brussels is part of a world-wide network of 230 Diplomatic Posts, representing British political, economic and consular interests overseas and is now looking for a EU Institutions Officer.

The successful applicant will fill a temporary vacancy, leading on a range of EU institutional policies, giving them a wide ranging insight into policy formulation on a range of political issues.

It is a challenging job at the heart of the UK Representation at a time when the organisation is undergoing substantial changes. The applicant will need to prove they have good judgement, a solid track record in delivering results and demonstrate outstanding team working skills. A solid understanding of the EU institutions will be essential to contribute from day one, and previous  experience of EU work would be a real asset.

The main responsibilities of the position include:

  1. Working closely with relevant teams in Whitehall, lead the Representation’s policy coordination on EU Inter-institutional dossiers covered in the IIA on Better Law-making: Strategic programming (Multiannual and annual legislative programming), Impact assessments, Delegated and implementing acts, Transparency, National Parliaments, and Article 40;

  2. To lead on policy issues linked to decision-making processes in the EU institutions;

  3. To lead on EU Transparency issues;

  4. To represent the UK in the Council working party of Staff Regulations and at EPSO expert meetings until we exit the EU;

  5. To lead on policy issues linked with languages in the EU institutions, including providing policy support to the Antici on interpretation costs issues in the Council;

  6. To provide ad hoc policy support to the 1st Secretary Political, Political Counsellor, and other members of the team. As we approach our exit of the EU, there would be opportunities for the jobholder to take on other policy areas.

Main Duties and Responsibilities:

Lead UKREP monitoring of EU institutions’ decision-making processes:

  • Develop specific expertise on the Commission, the Council of Ministers and the European Council;
  • Monitor & advise on the new Commission’s set-up & processes (post European Parliament elections);
  • Write/update guidance on EU decision-making processes.

Desk-level lead on issues for inter-institutional relations:

  • Working with 1st Secretary Political, the legal team, colleagues in UKREP and across EU institutions and Perm Reps to build support for UK positions and ideas;
  • Lead on 2019 & 2020 legislative programming processes;
  • Inform & advise on negotiations linked to the IIA on Better Law-making (i.e. transparency, Art 40 negotiations, comitology…);
  • Draft strategies and briefings at pace.

Lead on interpretation policy:

  • Monitor & advise on impact of UK exit on interpretation regime in the Council;
  • Support Antici in upcoming revision of the on-request system.

Ad hoc policy support to 1st Secretary Political:

  • Support analysis and briefings on 2019 new EU institutional set-up;
  • Monitor and advise on Commission multi-annual legislative programming.

Building and managing networks of contacts across EU Member States and EU institutions.

  • Education to University level;
  • Excellent oral and written communication skills in English;
  • Excellent interpersonal and network building skills;
  • Experience of working on EU affairs and knowledge of the EU institutions and the EU legislative process;
  • Ability to manage conflicting deadlines under pressure and demonstrate resilience; and
  • A self-starter able to show initiative and operate with autonomy.
  • Experience working for EU institutions or a national administration dealing directly with EU policy dossiers;
  • Knowledge of other EU languages, notably French;
  • University degree in EU law or EU politics;
  • Understanding of UK politics.

This is a full-time contract for 5 working days (36.25 hours net) per week. This position will be filled on a "replacement contract" to cover a Maternity Leave. It is anticipated that the staff member will return in September 2019. This is only a guide and any possible earlier return or extension to this date would be discussed with the successful candidate.

The monthly gross salary for this position is € 3,865.40, B3 (L) level (The British Diplomatic Missions in Belgium salaries are not subject to annual indexation).

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

The successful candidates will be subject to professional background checks and security clearance.
