The British Embassy in Mexico City is looking for a  motivated and high performing Locally-Engaged B3(L) Financial Services Officer to support the development of the Embassy’s Financial Services policy in Mexico – providing technical, economic, financial, and statistical expertise and analysis. 

This is an exciting opportunity for a talented individual, working closely with policy, commercial, and programme leads in the Embassy, FCO, Department for Trade (DIT), and Other Government Departments in the UK, as well as various government ministries and businesses in Mexico. It is an ideal role for a highly motivated individual, with experience of working on multi-year programmes, and with federal and local Governments, who wants to be at the heart of policy development and programme activity: helping build a strong UK/Mexico Financial Services partnership. 

You will be an expert on financial services and economic issues, working alongside the Senior Economist, to lead on the Embassy’s Financial Services policy – developing and implementing the policy aspects of the Embassy’s Financial Services sector plan – while providing in-depth knowledge, reporting, and analysis. You will work closely across the Financial Services teams within the Embassy to ensure that UK’s expertise and best practices are promoted in Mexico, acting as the main liaison between the Economics and Trade Team and the DIT Financial Services team in the Embassy. 

You will co-lead together with the Senior Economist in the design and implementation of the policy  for the UK’s multiyear Prosperity Fund Financial Services programme in Mexico, which is expected to reach up to around £10m to 2023.  The Financial Services programme will work with the Mexican government and will focus on financial inclusion and development of the FinTech sector, with the objective of reducing poverty in Mexico and increasing sustainable economic development.   

You will play a key role in the development and delivery of annual bilateral Government-to-Government high-level economic/financial talks between the UK and Mexico. You will also lead (with support) on the delivery of Financial Services focused visits, including the annual visit of the Lord Mayor of London to Mexico. 

Financial Services is part of a larger Prosperity Fund and wider programme in Mexico. You will therefore also support the development and implementation of a range of  projects that the UK Government develops, including through, not only the Prosperity Fund, but also the International Cimate Fund and/or others. You may also be asked to provide short-term leave cover for Economic and Trade Policy team colleagues, so an understanding of macroeconomics fundamentals and Mexican economic policy is desirable.

Roles and Responsibilities:

Provide high level policy analysis and economic expertise for financial services and macroeconomic developments in Mexico (and the region);

Co-lead with the Senior Economist on the development of Financial Services policy, strategies and projects design in line with the new Mexican government’s priorities– developing and implementing the policy aspects of the Embassy’s Financial Services sector plan;

Act as the main Embassy liaison on Financial Services policy while acting as a policy point of contact on financial services sector issues;

Support delivery of annual government-to-government bilateral economic and prosperity talks, and lead on senior official visits from London (i.e. Lord Mayor visits), organising events and missions, and arranging meetings with internal and external stakeholders;

Support the design and implementation of the Financial Services programme of the Prosperity Fund, ensuring that the programme is well-placed to deliver primary (development) and secondary (commercial) benefits – and evaluate its performance;

Ensure that the Financial Services Prosperity Programme delivers its policy objectives so that they are reflective of evolving government policy (in the UK and Mexico), and that risks are effectively identified and mitgated;

Work with the Financial Services Virtual Team to implement a sector stakeholder engagement plan, with a particular focus on government contacts both in the UK and Mexico, aswell as civil society, academia, international organisations and business, working across the stakeholder network to develop policy and understanding of the sector;

Share policy developments with the Financial Services Vritual Team(including through regular reporting,meetings and ensuring joint attendance to events);

To write tailored briefings on financial services policy issues for senior management;

To provide presentations, workshops and advice to a range of internal and external stakeholders around the full spectrum of economic issues in Mexico, and econometric and evaluation techniques;

To support the work of the Prosperity Fund Economist by assessing new opportunities for projects by undertaking economic research and analysis, and successfully implementing a monitoring system for Prosperity Fund projects in Mexico;

To contribute towards the corporate activity of the Embassy.

Language: fluent English and Spanish required.

A Bachelor’s degree in Economics or other related subjects (e.g. Finance).

At least one year of work experience in similar job positions (Government, International Institutions, NGOs).

An in-depth and solid understanding of Mexico’s Financial Services and and economic policies.

An in-depth understanding of Financial Services and products.

An in-depth understating in statistics, econometrics, and data mining.

Experience analysing and providing high level reports on key economic and financial policy issues.

Ability in delivering high quality work to tight deadlines and with different teams and stakeholders.

Experience in building and maintaining an internal and external stakeholder base.

Able to prioritise in a fast-paces work environment, working laregely unsupervised, delivering to deadlines and agreed targets.

Ability to translate complex and technical issues into readable papers for wider audiences, ensuring that messages are clear, well structures and tailored for a wide audience.

Advanced English - both written and spoken. Excellent interpersonal, written and oral communication skills in both laguages (which will be teste on interview).

Should be a proactive and creative self-starter with strong interpersonal skill who has the ability to learn quickly.

Working experience in public policy, indicators or/and evaluation.

Working experience in financial services.

Understanding of the economic and social pressures in the financial services sector.

Background in research and drafting papers.

Knowledge of econometric software (SPSS, Stata, Eviews, R, etc).

You will be expected to work 8:00 - 16:30 Monay - Thursday (with half an hour break for lunch). On Friday's you will be expected to work 8:00 - 14:00 (without a lunch break).

There will be occasions when you will need to start work earlier or stay later than your normal hours. Normally time of in lieu will be offered.

Relevant job related training will be provided. This may include:

A structured L&D plan tailored to your development - agreed with your Line Manager.

Opportunities to attend external courses on economics and financial services in support of your role.

Familiarisation trip to London after six months in the job to develop contacts in the UK Government and to ensure a full understanding of how the UK political and Government machinery operates.
