View Vacancy - CPK - Rule of Law for Business, Head of Programme Delivery, C5(L)

We’re looking for a confident, ambitious self starter, capable of driving forward an exciting and complex new multi-year, multi-million China Rule of Law for Business programme. 

As Head of Programme Delivery (Rule of Law for Business), you will be taking on an exciting and challenging role at the centre of the newly launched UK Prosperity Programme in China. You will lead on designing and driving forward the programme aimed at promoting rule of law in China to support China’s sustainable socio-economic growth while opening up opportunities for the UK economy and business.  You will lead a small team of two C4(L) programme managers. The Head of Embassy’s Market Access/Business Environment Team will provide policy steer and overall guidance on the direction of the programme, and the wider Prosperity Fund team will support you.

The programme is expected to focus on protecting intellectual property, improving standards, commercial dispute resolution, investment environment, and anti-money laundering, ultimately leading to an improved business environment and stronger economic growth.  This will impact on poverty alleviation and equality objectives by providing a more predictable, transparent and efficient legal system and eventually a fairer business environment for all businesses in China, boosting private business performance and therefore economic performance, particularly in vulnerable sectors of China’s economy.

Working closely with Market Access/Business Environment Team, and taking direction from the Head of that team,  you will also need to engage with teams across the Embassy, UK Government Departments, and also with key UK and Chinese judicial, legal and commercial stakeholders.  Strong communication skills are essential.

Working in partnership with policy leads and project implementing partners, the successful applicant will work on a wide range of policy issues and points of law. They will build on their existing knowledge of judicial reform and transparency, accountability and anti-corruption and legal and regulatory reform including market access, and intellectual property. A legal background or recent experience of work in legal / regulatory reform is therefore desirable.  But more important will be strong experience in project and programme management (on projects of this kind of size/type) and a can do attitude.  

Delivery, procurement, and oversight (50%)

With two C4  team members, ensure delivery of a series of short term projects, quality procurement of subsequent three-year programme, and oversight of external implementer to deliver high impact outcomes in support of the broad policy agenda. Provide support and leadership to your team, working with the Programme Secretariat to identify training opportunities and development needs

Stakeholder engagement (25%)

Manage and develop external relationships with key Chinese, UK and international stakeholders to ensure effective design and delivery of the programme. This will include government departments, research institutes, consultants, other Embassies, and international organisations.

Strategy (25%)

Design and oversee the strategic development and direction of the Rule of Law for Business programme. This will require close coordination with a range of policy and commercial leads across the Embassy and wider China network as well as a strong working relationship with key Whitehall Departments.

• University degree
• A minimum of 2 years experience working on relevant policy issues
• Demonstrable experience working in a programme delivery environment, designing projects; setting specific outputs, outcomes and indicators; monitoring and evaluating programme expenditure;
• Experience working with external stakeholders in both commercial sectors and government institutions;
• Knowledge of the Chinese political system;
• Strong interpersonal and communication skills to engage with different teams
