The British Embassy in The Hague is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a part-time Programme and Policy Manager.

The purpose of this job is to support UK engagement with the Organisation for the Prohibition of Chemical Weapons (OPCW), in particular delivery of £1.1million programme funds to support States Parties and the OPCW to uphold the Chemical Weapons Convention (CWC).

Main Duties and Responsibilities

  • Liaison with the OPCW Technical Secretariat and HMG policy leads to deliver £1.1m of UK programme funding to the highest standards.  Ensure that projects are well-designed, meet UK policy objectives and that project delivery is timely and effective. (40%)
  • Ensure robust financial compliance including accurate budget forecasting, disbursement and reporting.  Record-keeping and reporting must be comprehensive and in line with programme requirements. Coordinate effective monitoring, evaluation and review of projects. (30%)
  • Support UK Del to the OPCW in delivering UK policy objectives at the Conference of States Parties and Review Conference in November 2018 and Executive Council meetings. (30%)                                                                                                             
  • Previous experience of financial and programme management.
  • Able to manage workload effectively and to deliver at pace whilst maintaining quality;
  • A pro-active, continuous learning and improvement approach, both to self-learning and development, and taking a lessons learning approach to programme management.
  • Ability to manage a wide network of diverse stakeholders effectively to deliver strong programme management;
  • Working knowledge of Microsoft Office (Word, Outlook, Excel, Powerpoint, etc.);
  • Fluent English (written and spoken).
  • A relevant background e.g. working with international NGOs, organisations, UK Gov/Governments or other donors;

  • Confidence working with senior leaders.

The successful candidate will initially be offered a part-time, 7 months (until 29 March 2019) fixed term employment contract at B3 level. The base salary for this position is €1,739 gross per month, based on a working week of 18 hours. In addition, an 8% annual holiday allowance and a monthly travel allowance are payable. The Embassy currently applies a performance based bonus pay model for local staff.

Applicants must be legally entitled to work in the Netherlands. Please note that the Embassy is not a tax withholding employer. Consequently staff members are responsible for paying their own income tax and social security on the gross salary received.

The successful candidate will undergo a professional background check; any job offer is also provisional to a successful security clearance check.
