The British Embassy in Tunis currently has a vacancy for a Security and Justice Project Officer, Grade – B3 (L).

Main purpose of job:

The Project Officer will be member of the Conflict, Security and Stability Fund (CSSF) Tunisia team. The UK is funding over £10 million of development projects through the CSSF in financial year 2018/2019 in support of the National Security Council’s vision for a more stable, secure and economically sustainable Tunisia.

The Project Officer will apply strong project management skills to support the delivery of a portfolio of projects, with a particular focus on security and justice pillar. The successful applicant will provide insight to shape the direction and delivery of the UK Government’s programme strategy to continue to build UK-Tunisia partnership. 

Main duties and responsibilities:

The British Embassy Tunis is looking to recruit a full time Project Officer who will support delivery of the CSSF Security and Justice Programme. This is an exciting opportunity to promote long term stability in Tunisia through effective project management. Your responsibilities will include:

Project Management: Manage and deliver new and existing projects through the complete CSSF project management cycle. Ensure the effective and efficient delivery of projects within specified project goals, timing and budget. Responsibility for monitoring and evaluation of projects, including ongoing financial management and monitoring of risks and progress against agreed outcomes. Co-ordinate and deliver project evaluations assessing progress against project deliverables and policy impact. Co-ordinate project reporting and communication of project impacts.

Programme and Project Development: Provide insight in support of identification of strategic opportunities to influence positive change and deliver against UK objectives in Tunisia. Develop bids in line with CSSF guidance, UK Strategy and in line with the wider policy context. Provide advice to internal colleagues and potential partners on the CSSF Programme cycle and procurement process. Work with the Programme Manager to tender for new projects through the CSSF procurement framework.

Financial Management: Co-ordinate with the CSSF Finance Manager and Senior Programme Manager to: provide realistic project and programme forecasts and monitor, review, report on and record implementing partner spend in line with CSSF guidance.

Stakeholder Management: build and maintain a strong network of contacts with the international donor community, implementing partners, government counterparts and civil society. Collaborate with colleagues across the Embassy to ensure that the security and justice programme aligns and complements other UK activity and strategies.

Communication:  Collaborate with the Programme Team’s communication lead and the Embassy Communication Team to deliver greater awareness and communicate the impact of the programme to key Tunisian and UK partners and customers; and within the Embassy and wider UK government network.

Information management: Manage data in line with policies and procedures.

Cross Cutting Issues: Ensure projects are compliant and deliver on HMG conflict sensitivity and gender sensitivity approaches, due diligence guidance, and HMG human rights policies.

Corporate: Working in a large Embassy, the jobholder will have many opportunities to contribute to a range of Embassy initiatives, including through joining Corporate Committees, and will have a role in Embassy on the crisis management plan..

Delivering at Pace - Effectiveness in this area means focusing on delivering timely performance with energy and taking responsibility and accountability for quality outcomes. It’s about working to agreed goals and activities and dealing with challenges in a responsive and constructive way.

Collaborating and Partnering - People skilled in this area create and maintain positive, professional and trusting working relationships with a wide range of people within and outside the Civil Service to help get business done.

• Bachelors degree in a relevant discipline;

• Proven experience of at least two years project management, including: designing new projects; setting specific outputs, outcomes and indicators; developing activity-based budgets; monitoring and evaluating of project spend; identifying risks and project outcomes.

• IT skills, including use of MS Word, Excel and Outlook;

• Understanding of the Tunisian government system;

• Ability to build successful working relationships with a wide and diverse group of stakeholders.

• Excellent communication skills both verbal and written in English, including report writing.

• Operational in French & Arabic

• Ability to work independently, set priorities, monitor own workload and meet deadlines;

• A flexible and proactive approach; willingness to work in support of different areas of Embassy objectives as needed

• Experience in managing security and justice project will be an advantage.

• Experience of working with an international institution.

• Understanding of the national and local political, economic and security climate;

• Understanding gender, human rights and conflict elements aspect.

• Experience in managing project finances, including forecasting, budgeting and contracts;

• Previous experience of working in an international organisation/Embassy

Working hours and remuneration:

Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:30 from Monday to Thursday and 08:00-13:00 on Fridays.

The British Embassy in Tunisia offers an attractive working environment and remuneration package for this role. Initial salary will be TND 3,603 per month while on probation. Salary after probation is TND 4,460. This is a Full-time, One Year Fixed Term with a possibility of extension.

The successful candidate will be subject to a 90-day probationary period.

The appointment will also be subject to satisfactory local and UK security clearances.

Eligibility:

Candidate must be eligible to work and reside in Tunisia immediately.
