The British Embassy in Vilnius is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a IT Support Officer and Security Manager.

In working at the very heart of the British Embassy, this role offers the right candidate the opportunity to make a real difference on a daily basis.   The job has two distinct and inter related roles:

  • The IT Support Officer (ITSO) works closely with staff at post and our IT Helpdesk in the UK in effectively managing all Foreign and Commonwealth Office (FCO) IT systems, our standalone systems, telephony and other technical kit – 70% of the role.

  • The Security Manager works closely with the embassy’s Post Security Officer (the Deputy Head of Mission) to ensure the embassy’s security needs – protecting its assets and people – is achieved in line with FCO requirements. The role includes Line Management of a small security team of five Guards who provide 24-hour shift coverage at the embassy – 30% of the role.

Both roles are customer facing and considered as an enable for staff to achieve their goals and objectives. The jobholder therefore must have excellent inter-personal and communication skills, and be able to respond positively and proactively to any technical or security management challenges that arise.
 
Main Duties and Responsibilities

IT Support Officer

  • In country management of FCO IT (Microsoft Office), standalone IT systems and crisis management equipment, liaising with the FCO Helpdesk and others as and when appropriate. This includes developing systematic maintenance plans and overseeing their implementation and maintaining asset registers; 
  • Develop and lead on IT and technical equipment needs for business continuity and crisis response;
  • Point of contact for embassy internal phone system (ECHO), video teleconference system and other technical systems;
  • Customer liaison and training – including preparing local user guides and manuals for standalone systems, IT and technical systems induction for newly appointed staff and adhoc workshops to cascade best practice (including circulation and compliance with Standard Operating Procedures;
  • Stakeholder engagement with local telecom, IT and security suppliers;
  • Site owner for the embassy’s SharePoint site, including SharePoint power user duties;
  • Preparation of annual IT and technical asset documentation / returns;
  • Budget holder for local IT and technical equipment procurement;
  • Embassy Information Management Officer – data compliance, etc.

Security Manager

  • Overall supervision of the running of the Embassy security work and management of the small security team and embassy security systems, working under the direction of the Post Security Officer (Deputy Head of Mission) and ensure standards are maintained and Key Performance Indicator data is collected and presented to senior managers in a timely manner;
  • Lead on post security projects in conjunction with the FCO Estates and Security Directorate, PSO and our Regional Overseas Security Manager (ROSM);
  • Secretary of the Post Security Committee and lead in following up on all recommended actions;
  • Security induction of newly appointed staff;
  • Stakeholder engagement, maintaining a network of partners in the local Diplomatic police, traffic police and security managers at the friendly international missions in Vilnius;
  • Budget holder for local security expenditure;
  • Local lead on receiving and dispatching Diplomatic Bags to/from the UK.

Both roles may on occasion require out of hours attendance on/off site to facilitate technical support or event security. Compensation for additional hours worked is paid or is given as time of in lieu.

  • Education to college or degree level in IT, telecommunications or related technical systems management;
  • Experience within the last three years of providing effective IT support and/or security management in a small to medium sized business, public body or international body;
  • Logical and systematic approach to problem solving;
  • Strong written and communication skills;
  • Proven effective staff management experience;
  • Ability to work under pressure and deal with competing priorities, comfortable working proactively alone and as part of a team;
  • Multi tasking, self motivated and able to work as a part of a team and independently.

  • Previous effective experience of working in a wider team.
