Corporate Services Support

Corporate Services is the “engine room” of the Embassy, providing a broad range of essential services to support delivery of key HMG objectives. We provide platform services to around 450 staff from 16 Government Departments in Beijing and provide the lead for Corporate Services policies across all five posts of the China Network.

Reporting to the Head of Corporate Services, the Deputy Corporate Services Manager will head up the protocol and logistics team, leading a team of 3-4 officers in administering a wide range of services including transport, travel, customs clearance, diplomatic visa & ID card provision and succession planning. They will take the lead on any local estates projects such as office moves and small value refurbishment projects as well as supporting the Head of Corporate Services in the overall delivery of Corporate Services. Once the post holder is established in the role there will be opportunities to develop skills in other areas of corporate services and to deputise for the Head of Corporate Services in their absence.

The post holder will also work with the Head of Corporate Services, ISS and the Health & Safety Committee to improve the Health & Safety compliance across the Beijing estate. The Deputy CSM will take on the role of Health & Safety Officer, supporting the Head of Corporate Services, who is the Post Health & Safety Co-ordinator, leading on day to day Health & Safety management with a specific focus on risk assessment and compliance for internal and external events, held on the Embassy estate.

This role will appeal to a candidate who is looking for a varied corporate role where they can develop their leadership skills and work with a wide variety of internal and external stakeholders.

Applicants are not expected to be Health & Safety experts but should have a general understanding of risk assessment and an enthusiasm to develop their skills and responsibility in this area. Formal training will be provided where needed.

1. Management of Protocol & Logistics corporate services team - 30%

  • Line management of 3-4 Corporate Services Officers
  • Work with the team to improve the balance of allocation of work and continuous improvement of processes
  • Ensure sufficient resilience across the team
  • Build on the team’s existing contacts to create a network across posts and with other peer embassies, ensuring the team are learning from other’s best practice
  • Build capability and knowledge across the team by empowering them and supporting their development

2. Health & Safety Officer- 25%

  • Take responsibility for day to day Health & Safety management of the Embassy estate, sharing guidance and best practice with area Health & Safety reps
  • Carry out regular hazard analysis, report issues and monitor remedial works by FM contractor
  • Work with the H & S committee and the Head of Corporate Services to increase Post Compliance scores
  • Provide advice and recommendation on DSE report results
  • Review applications for internal and external events, provide guidance and advice on H & S compliance and work with Post Security Manager to give sign off for events

3. Logistics & Technical- 20%

  • Work with IT, Facilities Management contractor and relevant teams to facilitate small refit and office moves
  • Assist the technical works team to maintain accurate records of all protect areas of the Embassy estate and regularly update
  • Manage the crisis and corporate services storerooms
  • Support FCOS, technical works, FMCU and ISS colleagues to facilitate external technical visits and inspections

4. Provide support to the Head of Corporate Services (HCS) and deputise selected duties in their absence- 25%

  • Provide assistance on a variety of corporate matters including leading on small corporate projects
  • Assist the HCS in providing leadership and guidance to the Corporate Services team
  • Deputise for some areas of the HCS role in their absence (once the post holder is established in the role opportunities to deputise at C4 grade will be available)
  • Strong relationship management skills
  • An interest in leadership and developing people
  • An interest in Health & Safety management
  • Experience of delivering continuous improvement in a work setting
  • Mandarin Chinese skills would be a huge benefit
  • Line management experience, with a history of developing and empowering staff

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
