This is an exciting opportunity within the British Embassy Beijing to work with the UK’s Department of Health (DH) and Innovate UK on a joint R&D programme with China’s Ministry of Science and Technology, under the new UK-China Antimicrobial Resistance (AMR) Innovation Collaboration (“the Collaboration”). The UK will be contributing up to £10m over three years of Official Development Assistance (ODA) to this research call, with matched resourced funding from China. A Memorandum of Understanding on this Fund was signed in December 2016 by the UK Secretary of State for Health, Jeremy Hunt and China’s Minister for Science and Technology (MoST). In March 2017 a UK-China Joint Advisory Panel met in Beijing in, where the scope of the Collaboration was agreed. The Fund will provide finance to support  joint UK-China research projects developing new solutions to Antimicrobial Resistance. These projects could include academia, industry and small businesses – with the Call for applications being launched in early 2018.

 

This role’s primary focus will be to facilitate partnership building activities across UK and China interested applicants; and project manage the delivery of the Call for research proposals under the Collaboration, led by Innovate UK on behalf of DH. This will include planning and coordinating joint activities with MoST and leading direct negotiations with MoST on the details of the implementation plan. As such you will need to demonstrate resilience and a strong ability to deal with uncertainty, often planning  with limited information. You will be supported in Beijing by the Health Policy Team, the UK Science and Innovation Network (SIN) and Research Councils UK (RCUK), as well as DH and Innovate UK in the UK.

 

A key part of this role will require engaging industry as part of this Call,  so you will work closely with DIT Life Sciences and Healthcare Team to ensure UK companies are effectively engaged and informed on the developmens of the Collaboration. As you will maintain a overview of life science policy developments in China, reporting back to UK stakeholders opportunities for UK businesses.

 

Successful project management of partnership building activities (in year zero) to support the UK-China AMR Innovation Collaboration in advance of the formal launch of the Call in early 2018

  • Working with Innovate UK and DH to design, plan and deliver partnership building activities to support the joint R&D call with MoST. [Currently planned for November]
  • Negotiate and establish project plan/timeline for the call with MoST that supports the objectives and capabilities of the UK Government

 

Successful project management of the formal launch and close of the Call in 2018 (year one) and support to the selection of projects the Collaboration will fund

  • Project manage the design and implementation process of issuing the call through to identifying successful projects, working with Innovate UK, DH and MoST
  • Represent the UK Government in following any enquiries from Chinese researchers and other stakeholders
  • Work with Innovate, DH and MoST to identify and manage project and implementation risks

 

Coordination with other UK Government science and AMR projects in China

  • The post holder will be required to work closely with Research Councils UK (RCUK), Newton Fund, Innovate UK and with the UK Department for International Development (DfID) to identify synergies and overlaps between other AMR projects in China and to ensure consistency in any engagement with the Chinese Government and international organisations, e.g. Gates Foundation

 

Planning and project management for delivery of the Collaboration once successful projects have been initiated (year two) [Pending contract extension]

  • Working with DH, Innovate UK and MoST to agree processes for ongoing management and oversight of projects once successful projects have been selected

 

Monitor life science policy developments in China and analyse potential implications for UK businesses

  • Work closely with DIT Life Sciences and Healthcare Team to ensure UK companies are effectively engaged and informed on the developmens of the Collaboration
  • Maintain an overview of life science policy developments in China, reporting back to UK stakeholders opportunities for UK businesses
  • An interest in Global Health (including infectious disease or AMR) and in science and technology development
  • Being comfortable working in a multidisciplinary environment and strong communication skills (both written and spoken in English and Chinese) with both public and private sector stakeholders
  • Proficiency in Microsoft Word, PowerPoint and Excel
  • Minimum of a Bachelor degree in a relevant field
  • Post-graduate qualifications
  • Experience in or knowledge of the Chinese Government research and science funding processes and policy
  • Experience in or knowledge of Project Management tools and techniques including in managing ODA funds
  • Understanding of Project Management software (e.g. MS Project)

This position is advertised on a fixed-term basis for one (1) year, with the possibility for extension.


The successful postholder may be required to travel to the UK to engage UK stakeholders from DH and Innovate UK.

 

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan etc. The gross starting salary for this position before all deductions is RMB 17,670/month for Chinese Nationals and an abated monthly salary of RMB 24,529/month for British Nationals and spouses/partners of all nationalities of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria. We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata.
