HR

The British Embassy in Vilnius is looking for a HR Manager for the Foreign, Commonwealth and Development Office’s Europe, Eastern Europe and Central Asia Directorates. The successful candidate will be responsible for managing human resources and supporting the delivery of learning & development and performance management at post.

The jobholder will closely work with the Corporate Services Manager (CSM), HR Hub and Diplomatic Academy Regional Teams (DART) to ensure effective delivery of this role.


Operational Human Resource Management 15%

·        Manage on local post HR policy, operations, employment terms and conditions, working closely with HR Hub.

·        Ensure local staff terms and conditions of service are compliant with local employment law.  Ensure global local staff policy is followed (including global minimum standards)

·        Manage and monitor work permits and applications.

·        Support post leadership teams on workforce planning and budgeting.

·        Support post activity on wellbeing and mental health.

·        Own the local staff charter in conjunction with local staff associations.


Pay and Benefits 10%

·        Manage local pension and insurance schemes including contract management, annual reviews and mandatory submissions.

·        Working with the HR Hub, review benefits and allowances on a bi-annual basis to ensure value for money.

·        Provide data and support for local pay processes.

·        Make recommendations to the CSM/DHM on pay and exceptions.

 

Recruitment and Onboarding 25%

·        Manage local recruitment processes working closely with the HR Hub, oversee specifications, criteria and approvals, run local adverts.  Convene and manage panel logistics.

·        Own, review and update on-boarding and exit processes and documents, ensuring they are up to date and relevant.  Tailor induction to local needs.

·        Manage local recruitment schemes including interim personnel pool and internships.

 

Learning and Development (L&D) 10%

·        Support the delivery of the learning and development agenda at post, advising on best practice processes and tools.

·        Provide advice and assistance to post L&D committees, post L&D champions, line managers and staff on the available learning and development opportunities, as well as funding.

·        Oversee effective management of L&D budget, ensuring value for money in utilisation of the budget.

·        Provide language support to UK based staff and facilitating exams as required.

 

Performance Management  20%

·        Working closely with the HR Hub, manage local disciplinary and misconduct procedures, advise and guide post leadership on bullying, harassment and discrimination issues

·        Offers guidance and support to staff and line managers where required.

·        Act as local performance management champion, working closely with global HR teams.

·        Oversee performance management process for local staff, including leading on the process of appraisal moderation in co-ordination with the moderation panel.

·        Design and implement local reward and recognition policies.

 

Team Support 20%

·        Support to other colleagues in Corporate Services as and when necessary.

·        Participate in Post crisis activity.

·        Work with teams and leadership at Post to feed into Hub co-ordination work.

·        Deputise for the Finance Manager during periods of absence.

 

·        Demonstrable HR experience

·        Ability to get things done with minimal supervision. Strong people skills and an ability to influence at all levels. 

·        Dynamic, well organised self-starter with excellent communication skills.

·        Excellent team working skills, with strong ability to build co-operative working relationships across a large network, including external contacts.

·        Knowledge of Lithuanian Labour law.

·       CIPD certified.

·       Line Management experience

·       Ability to work as part of a fast paced team providing support to others.

This is a full-time, permanent contract of 35 hours per week.
