The UK Embassy in Tirana is offering this exciting opportunity to join our team to support our efforts in implementing development projects. The British Embassy in Albania implements a wide programme benefiting from a series of funding instruments and the delivery mechanisms from His Majesty’s Government, implemented by a range of UK governmental departments. The Programmes Finance Manager will play a key role in ensuring that projects implemented in Albania and funded by the UK Government are running smoothly from a financial perspective.

The job holder will manage and oversee project budgets and act as a liaison between teams in London and other UK Government departments that lead on project implementation, such as the Foreign, Commonwealth and Development Office, Home Office and others. The Programmes Finance Manager will actively work with teams implementing projects and accompany them through the financial aspects of the project cycle.

Main responsibilities/ tasks

  • Provide high-quality advice on budgeting across the embassy programme portfolio, reviewing embassy-funded projects to ensure they have accurate budgets providing value for money. Assess the impact of changes to budgets on the embassy’s financial management
  • Lead on the management of payments, accruals, forecasting and scrutiny of invoices to ensure the proper management of funds
  • Support embass project and programme managers in procurement, ensuring UK and local procurement processes follow organisational rules and best practice. Support local procurement of goods and services where required. Review contracts and grant agreements to ensure they correspond with organisational requirements
  • Report to senior management on financial commitments and spend, making recommendations to ensure effective financial management
  • Leading on financial reporting to both Home Office financial partners and the Foreign, Commonwealth and Development Office
  • Forecast and monitor project spend across the embassy programmes, highlighting risks. Provide accurate, timely financial information to project officers in the embassy and high quality financial reporting to the programme teams in London
  • Proactively manage financial relationships with project implementing partners through formal and informal processes and communications, and spot checks
  • Support and mentor project officer to provide financial scrutiny on their projects
  • Fluency in English and Albanian at C1 level according to CEFR Framework *

  • A positive attitude especially towards customer service and performance management

  • A minimum of three years of financial management experience  

  • Strong experience of financial management and administrative support specifically for projects or programmes
  • Strong financial management skills, including budgeting, forecasting, monitoring and analysis
  • Excellent communications skills
  • Strong IT skills (Microsoft Office)
  • Using strong operational and problem-solving skills, including the ability to resolve difficult problems within a quick timeframe
  • A strong ability to work collaboratively with partners to help them meet their financial reporting obligations
  • Project/programme design and management experience
  • Experience working with international donors/ government

This is a full-time, fixed-term contract for 12 months with possibility of renewal. The gross salary per month is ALL 159,685 .

This is a full-time position of 5 days (36 hours net per week). The Embassy supports the work-life balance of its employees and is open to flexible working.

The job holder may be required to travel regularly within and outside of Albania. Some work (including travel) will be required during the evenings and occasionally weekends, for which time off in lieu or overtime (where applicable) will be given. This post is unsuitable for full time working from home.

No accommodation and relocation expenses are payable in connection with this position.

The successful candidate must have the right to live and work in Albania.

Please note that staff members are responsible for paying any income tax required by local law.

The successful candidate will be subject to professional background check, security clearance and a probation period.
