View Vacancy - Estates Manager, Corporate Services

Management of the estate and estate team, including staff and contractors. Lead estates projects, operations and supplier management to ensure a safe and compliant platform for all staff. Responsible for health and safety policy and operations.

Roles and responsibilities:

Estates Management 40%

• Lead and manage local estates team, operations, supplier performance, contracts and maintenance activity. 
• Maintain excellent communication with the residents of the estate and ensure that their views and opinions are properly considered in the planning and implementation of maintenance and projects.
• Co-Chair Green Committee to ensure 1) good communication with Green Committee, and 2) to ensure post polices are up to date as they relate to the Destination Zero: FCDO Sustainability. 
• Participate in the Energy Application Project update meetings with FCDO focal point to ensure we are on-time and on-budget. 
• Have regular and effective communication with the Residence Manager.
• Monitor and forecast estates budgets and expenditure. 
• Update local leadership team on estates matters including on Energy Application Projects and sustainability goals, escalating as required.
• Oversee local management of estates systems and data, including data required to show progress against BE Santiago Post Sustainability Goals. 

Governance 20%

• Plan, measure and monitor estates performance against set targets for general operations and for the BE Santiago Post Sustainability Plan, preparing reports as required quarterly.
• Ensure that a proactive risk management approach is taken to all work, ensuring compliance with UK and local standards, including Destination Zero: FCDO Sustainability Policies, toolkits, and strategy.
• Prepare and respond to any audit and assessment requests, ensure compliant record keeping.
• With regional procurement hub, tender, manage and oversee all estates procurement and suppliers to ensure service level agreements are met, including FCDO sustainable procurement policy.
•  Deal with ESND and FCDO Services to coordinate statutory and non-statutory inspections in owned and rented properties. Prepare action plans to tackle any recommendation from said inspections.

Health & Safety 15%

• Maintain a safe, compliant and supportive working environment for all staff and diplomatic families. 
• Oversee health and safety activity, owning policy, guidance and monitoring standards.
• Act as Nominated Health and Safety contact for the Embassy.
• Chair the health and safety committee at post.

Technical 10%

• Plan, manage and oversee estates projects, preventative and reactive maintenance using the forward maintenance register, BE Santiago Post Sustainability Plan, Energy Application Projects, and global asset management plan accordingly. 
• Provide local technical expertise, escalating to Regional Technical Leads where required.

Housing 10%

• Oversee the sourcing of residential properties, lead negotiations and make recommendations to the post housing committee (PHC), including recommendations that can help achieve goals set out in the BE Santiago Post Sustainability Plan and Post GHG Inventory.
• Play active role in PHC responding to all Estates queries and concerns.

Team Support 5%

• Support other members of the corporate services team as required.
• Responsible for estates contingency plans and act as the coordinator in crisis situations. 

• Demonstrable experience in Estates management (ad-hoc role must be included in CV)
• Customer service skills
• Experience in managing maintenance teams
• Resilient; able to deal with pressure and work flexibility to deal with competing demands
• Project management expertise
• C1 or equivalent level of English

Language requirements: 

Language: English and Spanish

Level of language required:  Fluent, written, and spoken English (minimum level required C1 under the CEFRL or equivalent). Communicational level of Spanish is desirable.
