Background:

Indonesia is an important partner to the UK, with an influential role in regional and, increasingly, global affairs. It is the biggest economy in Southeast Asia and a growing influence in international groupings, including the G20 (which it chaired in 2022) and ASEAN (which it chairs in 2023). Its significance for the UK is clear across multiple political, policy and commercial agendas, noting in particular the context of the UK’s Government Indo-Pacific tilt and increased engagement with ASEAN through our recently achieved “Dialogue Partner” status. 

Indonesia is a crucial country for global climate change action and ambition. Achieving low carbon growth in Indonesia will be globally important in achieving the goals of the Paris Agreement, the SDGs, as well as UK’s ambitions across the global economy for clean and green growth. 

The Government of Indonesia achieved an important milestone with the integration of low carbon elements within the current (2020-24) National Mid-term Development Plan (RPJMN). Currently, under Bappenas’ leadership, climate and environment is being included in the formulation process of Indonesia’s new long-term (2025-2045) development plan. Along with the NDC, these plans reflect a recognition of climate and environment priorities at the highest levels of Indonesian policymaking. For both the NDC and the development plans, translation of these targets into action, across horizontal and vertical government levels, is complex from a political and policy perspective, and highly ambitious.

British Embassy Jakarta has a longstanding partnership with Bappenas on integrating climate into the development planning agenda. This work is led by the Low Carbon Policy and Finance (LCPF) team, as part of the team’s wider remit on systems-wide public policy and planning. Within the Embassy’s wider climate change team, LCPF complements the work of thematic teams focusing on energy, infrastructure and environment by providing a macro-level, sectoral cross-cutting approach.

In April 2023, BEJ in partnership with the Government of Indonesia will launch the Low Carbon Development Initiative Phase 2 (LCDI2) programme. LCDI2 aims to support mainstreaming of the climate and green economy agenda into public policy in Indonesia, particularly national and provincial development planning, and associated systems including MRV. The primary partner for LCDI2 is Bappenas, but the programme will engage with several other institutions across government such as Ministry of Finance, Ministry of Home Affairs, and sub-national governments. 

LCDI2 is an important vehicle for advancing on key elements of the UK-Indonesia Partnership Roadmap, and the UK’s climate diplomacy agenda in Indonesia. Being a key strategic programme, BEJ anticipates being closely involved in the design and delivery of LCDI2. The LCPF team is responsible for LCDI2. This role will be central in shaping and steering this new programme to meet the UK’s and Indonesia’s objectives.

Beyond the LCDI2 programme, the role will be responsible for identifying, assessing and informing others in BEJ, and the wider UK Government, about trends and developments relating to climate public policy.

To deliver this role successfully, the role-holder will need to work closely with other teams across BEJ, in particular: the political team, which focuses on domestic political developments and their relevance to UK interests; sectoral climate teams working on environment, infrastructure and energy; the climate diplomacy team, which keeps track of UK and international policy trends.

What will the Jobholder be Expected to Achieve:

There are three main elements to the job scope, as below. The role will be expected to work flexibly and support the wider Low Carbon Development Group on occasion.

1. Policy advisor to the Low Carbon Development Initiative Phase 2 programme (50%)

  • Provide policy analysis, advice and review to inform the programme’s approach. This advice will both be internal facing, to support decisions taken by the programme team and wider BEJ and used to influence the delivery partner and client (Government of Indonesia).
  • Identify opportunities to enhance impact and raise profile of LCDI2 among key stakeholders, including in the UK and Indonesian governments, private sector, research and civil society.
  • Ensure that LCDI2 is well-integrated with the wider priorities and programming of BEJ, which will require forming close working relationships with relevant teams.
  • Maintain relationship with BAPPENAS for policy planning processes on low carbon development as well as with other Ministries for the purpose of low carbon development planning and or budgeting.

2. Programme governance and management support to the LCDI2 programme (30%)

  • Support the programme team* on governance and management aspects, including progress reporting, risk register, steering and technical committees, and internal systems.
  • The core programme team consists of a project officer, who is responsible for administrative tasks including finance; a Programme Responsible Officer, who is responsible for the effective delivery of the programme; and a Senior Responsible Officer, who is accountable for the programme and oversees strategy and governance.

3. BEJ climate public policy analyst (20%)

  • Provide policy overview or analysis to wider BEJ teams to inform any progress on climate change developments across sectors in Indonesia including but not limited to national and sub-national development planning (RPJMN), sectoral strategic planning, annual planning and budget and other policy products. 


Resources Managed (staff and expenditure):

No staff managed. Depending on team requirements, line management opportunities may emerge, and will be agreed in consultation with the role-holder.

The role is not directly accountable for expenditure. But will have significant influence and responsibilities in ensuring impact and Value for Money from the £27.2m budget approved in the LCDI2 business case.

  • Undergraduate degree qualification in a relevant field
  • At least six years relevant work experience, of which up to two years may comprise relevant advanced academic qualifications
  • Knowledge and experience on public policy of climate change 
  • Familiarity with political economy analysis or other public policy analysis tools
  • Existing networks and experience with ministries working on Indonesia’s climate change agenda

The British Embassy/Consulate offers a competitive remuneration package including:

Normal working hours are 39.5 per week (gross), 7.30am to 4.00pm (Monday-Thursday) and 7.30am to 1pm (Friday). The team operates a ‘core hours’ policy of 1030am to 230pm with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

Starting 1 January 2023, all Embassy and UKMis ASEAN staff (including PAGS), should work at the office for at least three days a week, with the option of working from home for up to two days per week. Days that are spent out of the office on external calls or work travel won’t count against that limit. Working from home because you are having to self-isolate due to COVID equally wouldn’t count.

Open to permanent residents or those with right to work. Interstate applicants will be required to meet their own travel and relocation expenses. No accommodation or relocation expenses are payable in connection with this position.
