The Ministry of Defence (MOD) department at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Performance Management, Compliance and Reporting Officer (Maternity Cover), Grade – C4 (L).

Main Purpose of the job:

To deliver specifically assigned elements of the performance reporting and the specific conflict and gender sensitivity elements of Defence input to the Jordan Conflict Stability Security Fund (CSSF)-funded Security and Stability Programme (SASP) reporting to the Defence Attaché as the SRO for the JAF Capability Project (JCP).

Main Responsibilities:

The Performance Management, Compliance and Reporting Officer acts as an implementer for the MOD overseeing delivery of project outcomes by downstream implementing partners for CSSF projects or components within a wider security programme. The jobholder will deliver outcomes in line with agreed strategic objectives and MOD Departmental requirements and will be accountable to the MOD and the JCP Senior Responsible Officer (SRO). Specifically, the Performance Management, Compliance and Reporting Officer will be responsible for:

  • Understanding the overarching programme’s aims and objectives and its ‘Theory of Change’, and ensuring the outcomes they deliver can demonstrate their contribution to it against a results framework agreed between the defence section and the CSSF team. The jobholder will lead on reporting on the results framework, as an implementer, and update it where necessary.
  • Working with the project beneficiaries to collate and formally propose activity in line with the annual Project Document by producing a draft project proposal for presentation by the JCP SRO, in conjunction with the Project Procurement Officer, who will advise on achievable delivery and costs.  Any proposal must be in line with overall aims of the SASP Programme.
  • Ensuring compliance with CSSF and departmental standards and reporting requirements working in conjunction with the Project Procurement Officer including providing risk identification and management input to the SRO.
  • Liaising with the Project Procurement Officer to ensure gifting, commercial and financial regulations for the MOD (as the financial baseline department) are complied with.
  • Working with the project beneficiaries and downstream delivery partners to ensuring that all risks within the elements of the project, for which you are given responsibility, are identified, understood, owned and monitored appropriately, taking remedial action and escalating where necessary.
  • Working closely with the project beneficiaries to reporting on and ensure that project activities flex in response to latest evidence, shifting contexts or emerging priorities where a change of direction is agreed by the CSSF Jordan Board and that project documentation is amended accordingly.
  • As a project implementer, learning lessons through the evaluation of the delivery of project activities and from others delivering similar activities and/or in similar ways and/or in similar context and providing input to an annual report identifying those lessons for departmental and internal distribution. Lead on project completion reports at the end of each project.
  • Reporting on the impact of the project against its aims.
  • Completing necessary CSSF and Departmental training to support delivery e.g. on CSSF programme management, monitoring and evaluation, conflict and gender sensitivity and safeguarding.
  • Leading the Measurement of Effect for the Programme.
  • Ensuring quality reporting to CSSF standards (project result frameworks, quarterly reporting, activity based budgets, conflict and gender sensitivity, safeguarding, value for money, project risk matrix, and access and influence) by the MOD as the Implementing Partner (detailed at Annex 1).
  • Both as part of the routine reporting requirements, and by exception where necessary, alerting the JCP Project SRO and the CSSF Team if elements of your responsibility are not possible within timeframes, costs, and MOD/CSSF policies.
  • You will be responsible with your line manager for providing your own and your corporate learning objectives.   We place a strong emphasis on learning and development.  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF / PF programmes.

  • In your role as Performance Management, Compliance and Reporting Officer you are to ensure Gender Equality Act compliance and support British Embassy ambitions on women’s economic opportunities, inclusive growth and poverty reduction through the MOD CSSF activity.

Essential:

  • Fluent oral and written English.
  • CSSF or other programme management experience.
  • Experience of managing budgets and working with financial information.

  • Candidates should be highly organised, detail conscious and able to work in a diverse, high-performing environment
  • Proven ability to take responsibility for own work, with a track record as a team player
  • Literacy in Microsoft Office packages

Desirable:

  • Proficiency in Arabic language.
  • Military or MOD experience.
  • A Bachelor’s degree in a relevant field.

Working Hours and Remuneration: 

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C4 (L) scale, with a salary of JOD 2,479 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

This is a Full Time, Maternity Cover position for 5 months with a possibility of short extension. The assumed/desired start date for the successful candidate is early/mid-April 2021 and ending in early-September 2021.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

The successful candidate will be subject to a 90-days probationary period.
