The British Embassy in Madrid is part of a world-wide network, representing British political, economic and consular interests overseas and is looking to recruit a temporary Emergency Travel Document Desk Officer.

The main purpose of this role is:

1 – Provide policy advice on complex ETD casework to colleagues at the ETD Centres and in the wider consular network; and, to complete nationality determinations to enable ETDs to be issued to British Nationals who have not previously held a UK passport.

2 - To lead projects to update all ETD training materials (by 31 March 2022) and deliver a programme of tailored training to ETD Centres (by 31 August 2022).

You will work as part of the Document Policy Team in Consular Assistance Department. The team plays an important role in supporting British Nationals overseas whilst protecting the UK border by ensuring that only those eligible for an ETD receive one. You will play a key role in in maintaining a quality ETD service and will manage relationships with our key stakeholders, including the ETD Centres in Madrid, Singapore and Ottawa, and HM Passport Office (HMPO).

 

Roles and Responsibilities

Emergency Travel Documents (ETDs) are a key part of our consular assistance offer. It is one of the largest consular services - we usually issue around 30,000 ETDs globally per year. As of May 2021, all ETDs are processed in one of three processing hubs (ETD Centres). Overseas Consular teams are still involved with complex cases, printing and stock management of ETDs.

  • Casework

Some ETD applications are very complex and must be approached carefully. You will provide policy advice to consular staff in London and overseas on complex ETD cases, liaising with specialist advisers, members of the ETD Policy Team, ETD Centres in Singapore, Ottawa and Madrid, HM Passport Office (HMPO) when required. You will make nationality determinations for ETD applicants who have not previously held a full passport. You will be main point of contact for Document Policy Team with the ETD Centre in Singapore.

 

  • Training Lead

You will lead on a project to update the training materials for the ETD Policy Team, ensuring that training material on the online learning platform (GLO and for use in workshop are up to date and reflects current policy/practice). You will lead on continuing to deliver ETD policy and guidance training colleagues in the ETD Centres who now process all ETD applications globally.

 

  • Service and policy delivery

You will consider and implement innovative and creative ways for the development of our ETD service. You will contribute to the continuous development of ETD policy, identifying emerging themes or gaps in policy/guidance and support the team to secure stakeholder agreement for the required policy changes. 


  • Team Resilience

You will cover for other team members when necessary, including on ETD operations. You will collate management information on ETDs for external stakeholders.

  • Excellent verbal and written communication skills enabling effective communication in English (minimum C1 level);
  • Ability to follow guidance, think through complex casework and understand risk.
  • Strong attention to detail and problem solving skills.
  • Excellent interpersonal skills, including the ability to work collaboratively with a range of colleagues, and understand the issues that British nationals may face overseas.
  • Good IT skills (proficiency in Outlook, PowerPoint, Excel and Teams).
  • Experience of end to end ETD processing;
  • Official Sensitive security clearance;
  • Recent HM Passport Office nationality training.
