Main purpose of Job:
This is a fantastic opportunity to join a fast paced and dynamic team in a critical period for global action on climate change. This post is central to driving and delivering a strong partnership between the UK and India as a joint force for good on climate change and ensuring that the UK is taking every opportunity to work alongside India in the run up to COP26.
The UK will be President of UNFCCC COP26, taking place in Glasgow, UK in November 2021. Ahead of that, we would like to recruit up to two C4(L) policy officers who will work with us on a short-term basis (we have funding for these positions until 31 March 2022) to ensure that we have strong policy capability and support for our work with India on COP26. Depending on the capabilities and background of candidates, we anticipate that one role will focus on generic policy work ahead of COP26 and one role will focus on green finance in relation to COP26.
Both roles will be at the heart of strengthening a UK-India partnership on climate change. Working to either the Head of the Climate and Energy Pillar or the Head of Economics and Finance, your primary focus will be to boost our policy capability in this busy period surrounding COP26. The successful candidate(s) will need to have a passion for climate change and be able to write clear briefs and policy documents which will be shared with UK ministers and senior officials. The work will be fast paced and you will need to be able to digest written and oral material and instructions quickly to produce high quality policy work. You will be working alongside capable colleagues on both COP26 and the broader climate and energy agenda, advancing plans for joint collaboration, building relationships with key Ministries, UK government colleagues in India and London (and the region), stakeholders including private sector, think tanks and NGOs.
The post-holder will require expert climate change knowledge and will require strong coordination, engagement, and influencing skills as well as excellent written and verbal communication abilities in English. For the finance role it’s desirable to have prior knowledge of green finance, such as green finance mobilisation and regulatory issues. These roles have no management responsibility: you are being brought in to boost our policy capability.
This is a challenging and exciting opportunity to play an influential role on COP26 in India on behalf of the UK Government. At a crucial point in India’s action on climate change and energy, this role is expected to make a substantial contribution to India’s action on clean energy transition and low carbon development.
Roles and responsibilities:
Depending whether you are recruited focus on generic policy work ahead of COP26 or focus on climate finance in relation to COP26, you will have some of the following responsibilities:
- Provide substantive input to UK strategy and delivery during our Presidency of COP26, which seeks to make a real impact on global action against climate change.
- Produce high quality briefs and reports in English that can be shared with London-based colleagues with minimum changes from your line management chain.
- Provide expert technical and policy advice and reporting across the UK Government’s India network, and to London colleagues. Gain very strong understanding in a short space of time of the key issues we are looking to address at COP26. (In the case of the finance role, have the finance technical capability to understand the UK, India and global debate on green finance and to produce high quality analysis and briefs.)
- Build effective relationships and engagement with thought leaders, civil society, business and finance institutions and use these to advance the UK’s agenda.
- Work seamlessly with Climate and Energy Team colleagues on shared objectives and activities to advance team delivery. Contribute to Team priorities such as briefing, delivery of visits and events and related government-to government working groups.
- Demonstrate excellent written and verbal communication skills (in English) to brief senior officials, Ministers on a regular basis.
- Contribute to the broader UKTEP team by taking on corporate roles and responsibilities such as leading learning & development.
- The green finance role will require coordination with private sector industry and financial sector leaders on green finance as well as coordination of HMG programme funds.

Essential on arrival:
At least a Degree or Masters in a relevant subject, and a minimum of five years’ experience in climate change related policy.
Desirable:
A knowledge of the UNFCCC COP process and the aims of the UK and Indian government on this agenda. Knowledge of international policy processes like UNFCCC and familiarity with bilateral and international institutions would be desirable.
Salary Details:
For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be INR 1,10,484 per month.
