Main purpose of job:

Assist in enhancing defence cooperation between the UK and Japan with a responsibility for policy and engagement in the land domain.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Policy

Understand diplomatic documents/procedures and Reciprocal Access Agreements.

- In particular, lead on the Defence Section input to the long term project of signing a UK-JPN Reciprocal Access Agreement.

- Support the creation of a Memorandum of Understanding that allows Carrier Strike Group 21 vessels and their crews to visit Japan.

Land

Support the Deputy Defence Attaché in all areas of collaboration between the British Army and JGSDF in the land domain.

- In particular, supporting the organisation of bilateral exercises.

Other

Prepare written outputs (e.g. analysis, draft reports, briefings, background papers, responses).

Familiarise themselves with both British and Japanese defence and foreign policy.

- Provide advice to the Defence Attaché and the Deputy Defence Attaché regarding Japanese defence policy.

Develops and maintains close working relationship with relevant Japanese ministries.

Research and analyse defence related reports and attend events/symposiums/meetings relevant to the Defence Section.

Coordinate internally and externally the preparation of policy/army related activities.

Performs other duties as required to support the wide breadth of activity that Defence Section Tokyo undertake.

Supporting the UKBS in translation of documents and interpretation during meetings.


Working patterns:

  • There is often a requirement to conduct virtual meetings with UK stakeholders, which includes conducting meetings until 1800 during British Summer Time or 1900 during the winter (Greenwich Mean Time).
  • There is scope to flex the working day later if required and utilising FCDO IT can conduct some time working from home (there is a requirement however to come in to the office for face to face meetings internally or to go to Japanese government offices).
  • Experience working with the Japanese Government.
  • Experience working in the defence and security sector.

Language requirements:

  • Language: Japanese and English
  • Level of language required: Fluent in Japanese, very high business level English  
  • Experience working with Japanese Self Défense Force.
  • Interpretation qualification (Japanese-English).
