Main purpose of job:

This is a fantastic opportunity to join a fast paced and dynamic team, strengthening UKs partnership with India through the delivery of an ambitious set of programmes and policies on low carbon and energy transition. A significant part of this role is to deliver the low carbon energy component of the UK’s £1.2bn cross-government Prosperity Fund. New and innovative, the Fund represents a step change in the UK Government’s approach to promoting economic development and prosperity overseas and the portfolio of programmes you will deliver will contribute to both inclusive economic development in India and to opening up markets for international including UK business.

Reporting into the Head of Energy & Climate Change, the post holder will provide technical and strategic input and oversight to a £20million portfolio of programmes, and will be responsible for providing technical and policy advice to the UKs network across India and to London colleagues. You will be required to build strong relationships with a range of stakeholders including across the private sector, multi and bilateral donors as well as NGOs and think tanks.

You will have line management responsibility of at least two staff, who you will effectively manage to both support the implementation of the energy portfolio, and to support their own professional development. You will be expected to make a positive and active contribution to the Economic & Prosperity Team as a whole (within which the Energy & Climate Change team is nested), through broader corporate responsibility roles e.g. leading on issues such as learning & development.

This is a challenging and exciting opportunity to play an influential role in a high-profile and strategic development initiative in India on behalf of the UK Government, which aims to have a positive impact on socially inclusive economic development and trade, as well as strengthening the relationship between the UK and India. At a crucial point in India’s action on climate change and energy, this role is expected to make a substantial contribution to clean energy transition

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Coordinate the Foreign & Commonwealth Office’s technical assistance and policy engagement on energy, implementing the cross-UK Government Delivery Plan (UK Government in India’s mechanism for coordinating our work on energy), and working effectively and in close coordination with other departments – both in India and in London.
  • Showing proactive leadership of your portfolio, to work with the Team Leader and the Prosperity Fund Programme team in India, to manage and guide a sub-team of two members of staff to deliver the implementation of a £20m portfolio of energy work spanning renewable and storage, smart power and energy efficiency, energy security and emergency response, green finance, and electric mobility. This will require excellent programme management skills and experience, including contract management, finance and reporting experience. It will require you to have outstanding organisation skills and the ability to have difficult conversations to keep the programme on track. You will be required to work with the Prosperity Fund team and the Senior Responsible Officer to provide regular updates both written and verbal.
  • Build and maintain strong working relationships across the UK Government in India and in London and across the region to ensure coherent programme and policy delivery.
  • Provide expert technical and policy advice and reporting across the UK Government’s India network, and to London colleagues.
  • Enable effective policy dialogue with Government of India based on excellent relationships with relevant Ministries.
  • Build effective relationships and engagement with thought leaders, civil society, business and finance institutions, and leverage these to advance the UK’s agenda.
  • Work with colleagues across government to deliver the annual UK-India Ministerial Energy Dialogue and related government-to government working groups.
  • Demonstrate excellent written and verbal communication skills (in English) to brief senior officials, Ministers on a regular basis.
  • Work seamlessly with Energy Team colleagues on shared objectives and activities to advance team delivery.  Contribute to Team priorities such as briefing, delivery of visits and events.
  • Contribute to the broader UK Trade Economics Prosperity (UKTEP) team by taking on corporate roles and responsibilities such as leading learning & development.

The role will give the post-holder the opportunity to work with significant autonomy in delivering real world outcomes, while working effectively as part of a team. It requires someone with excellent programme management and representational skills – as well as a deep knowledge of the energy space in India. You will need to be comfortable operating within uncertainty – and recognising that it will often be you that resolves that uncertainty by developing the answers.

Resources managed (staff and expenditure):

Line management of two locally engaged C4 member of staff.

Essential on arrival:
Policy, programme and financial management experience, preferably of large Overseas Development Assistance programmes. At least a Degree or Masters in a relevant subject, and a minimum of six years’ experience in policy and programme work in a relevant subject area.

Desirable:
A good understanding of the UK Government’s priorities in India and of the UK’s rules and mechanisms for managing Overseas Development Assistance.

Knowledge of the low carbon energy sector, as well as of UK capability in the energy space.
