The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Deputy Head of Programmes. 

This is an exciting opportunity to support FCDO policy priorities through the management of a dynamic and varied portfolio of projects administered by the British Embassy Moscow and British Consulate General Ekaterinburg.

The Deputy Head of Programmes will provide the leadership and technical skills to deepen the quality and effectiveness of programming across the Conflict, Stability and Security Fund’s (CSSF, further info on it here) Russia portfolio. The job holder will play a central role, to shape and improve programmes throughout the programme cycle from design through implementation to evaluation, working closely with the growing CSSF network and London stakeholders.

The CSSF is a high value fully cross-government portfolio which attracts substantial political interest, supporting the implementation of HMG country and regional strategies. They will play a key role in facilitating engagement and establishing channels of communication and collaboration between the UK and Russia in HMG and FCDO priority areas. They will have oversight of programme delivery, monitoring evaluation & learning, financial controls of spending and direct line management responsibilities.

Main Duties and Responsibilities

  • Senior leadership of the Project Delivery Team: Ensuring policy priorities are delivered, demonstrating programming excellence throughout the project lifecycle with a robust approach to risk management. Monitoring portfolio progress against agreed milestones and budget lines and assessing outputs and outcomes against targets and indicators.
  • Relationship management and influence: Building and maintaining high level relationships with project partners and colleagues in the FCDO to ensure programming compliance and best practice. Contributing to internal and external project and programme-related communications and reporting.
  • Direct line management of 2 staff members: Building capacity to ensure effective delivery and continuous improvement, ensuring staff clearly understand priorities and are properly tasked. With the Head of Programmes, instil positive values throughout the team.
  • Financial management: Supporting the Head of Programmes to conduct financial operations, including managing budgets, expenditure and invoicing in line with FCDO financial guidelines. Ensuring value for money (economy, efficiency, effectiveness and equity) is achieved to maximise impact. Ensuring full compliance with HMG reporting, forecasting, accounting and auditing requirements.
  • Monitoring Evaluation and Learning: Leading on the ongoing development and application of the programme Theory of Change, Results Framework and Monitoring Evaluation and Learning plan. Working with policy and programme colleagues to integrate and evaluate cross-cutting themes and requirements including, but not limited to, gender equality, the inclusion of those with disabilities and/or other protected characteristics, conflict sensitivty, and climate and environmental responsibility commitments, such as those outlined in the Paris Agreement. Ensuring that evidence-based analysis, reporting and evaluation is carried out across the portfolio and that lessons learned are documented and actioned.
  • Supporting the wider programme team in order to cover annual/sick leave and surges in work load
  • In your role as Deputy Head of Programmes ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK's Women, Peace and Security objectives. 
  • Experience in programme management and risk management
  • Experience of accounting or financial management at programme or project level
  • Experience in managing a team.
  • Good interpersonal skills for engagement with project partners, customers, and colleagues involved with programme work in the Embassy and London
  • Excellent time management, decision-making, and prioritisation skills
  • Computer literacy and familiarity with Microsoft suite of tools, especially Sharepoint, Excel and Teams
  • Fluent in English (C1, according to CEFR*)
  • Applicants must hold a full passport valid for at least 12 months for any of the following: United Kingdom, USA, Canada, New Zealand, Australia living (and eligible to work) in Moscow
  • Experience with international funding organisations, think tanks or non-governmental organisations
  • Experience developing and/or implementing Monitoring Evaluation and Learning approaches
  • Understanding and/or experience related to gender equality, conflict sensitivity, and/or environmental sustainability
  • Education and/or demonstrable interest in one or more of the following areas: arts and culture;  education, training and capacity building; science, innovation and technology; environmental sustainability; and green finance. 
  • Oral and written Russian would be beneficial but not essential

This is a full-time, fixed-term contract for 8 months, 5 working days, 35 hours net per week.

Staff recruited locally by the British Embassy in Russia is subject to Terms and Conditions of Service according to local Russian employment law.

The monthly salary for this position is Rub 165,526 gross, C5 (L) level, paid 13 times a year.
