Main purpose of job:

This is an exciting time to join the Department for International Trade (DIT), which  is responsible for  bringing together policy, promotion and financial expertise to break down barriers to trade and investment, and help businesses succeed, delivering a new trade policy framework following the UK’s departure from the EU, and promoting British trade and investment across the world.

Reporting to the DIT Country Director based in the British High Commission Kuala Lumpur, the job holder will: lead and co-ordinate UK engagement with Malaysia and Brunei on CPTPP; provide analysis, reporting and lobbying on bilateral and regional trade policy and support the DIT Country Director in delivering UK trade policy objectives in Malaysia.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Lead & co-ordinate UK engagement with Malaysia and Brunei on CPTPP, including engaging directly with the two governments on UK membership of the CPTPP regional trade agreement, and reporting and providing advice to DIT and other relevant UK ministries on CPTPP developments in both countries.   

Lead and coordinate UK engagement with Malaysia on other trade policy matters, including engaging directly with the government on these, and reporting and providing advice to DIT and other relevant UK ministries on Malaysia’s trade policy.

Monitor the domestic political situation in Malaysia, including reporting on its impact on the UK’s trade policy agenda, and providing advice to DIT and other relevant UK ministries on engagement strategies in country. 

Lead and deliver the trade policy elements of ministerial and senior official engagement with their Malaysian counterparts, including making recommendations for engagement, arranging meetings/events, providing English language written advice on handling and drafting English language speeches where needed.

Contribute to, support and participate in meetings of the UK Malaysia Joint Committee on Bilateral Trade & Investment Co-operation, working closely with the DIT Senior Market Access Advisor who leads this workstream.

Develop relationships with key business, academic, regulatory and governments stakeholders in Malaysia and make recommendations for senior engagement

Work collaboratively with the DIT Senior Market Access Advisor and with colleagues from the High Commission’s Prosperity and Economic, and Political Internal and Political External teams, as well as with DIT and colleagues from other ministries both in the UK and across the Asia Pacific region in support of the UK’s trade policy objectives in Malaysia and the region.

Essential on arrival:      

  • Qualification or experience in trade negotiation, trade policy and regulatory work
  • Experience of working with government and business
  • Ability to conduct in-depth research and produce high quality materials with short deadline
  • Excellent influencing and communication (written/verbal) skills
  • Knowledge of Malaysian government systems and processes

Language requirements:

Language: English, Malaysian

Level of language required:  English (fluent spoken and written), Malaysian (fluent spoken and written).

The British High Commission offers a competitive remuneration package, benefits, leave entitlement of 20 days per annum (calculated on pro rata basis) and works hard to provide L&D opportunities to staff.

This position is being advertised as a 24 months fixed-term position in Kuala Lumpur, and will be extended subject to performance and availability of funding.

The Foreign, Commonwealth and Development Office is committed to developing its staff, working hard to provide a comprehensive L&D offer. Working patterns:

The British High Commission (BHC) Malaysia supports and promotes flexible working.  The standard working hours for the BHC are 8:00am to 4:30 pm. We are happy to offer a variety of flexible working patterns, including non-standard working hours, working remotely or working compressed hours. However, due to the nature of the role, there will be a requirement for occasional out of hours work around events and visits. Time off in lieu can be offered to make up for out of hours work.
