The British Embassy Dubai has a vacancy for a Learning and Development Adviser (Design) under the Foreign, Commonwealth and Development Office’s International Academy.

The International Academy provides innovative and creative learning solutions to meet the needs of the UK government to support learners in doing their jobs more effectively, based on specific organisational goals. The International Academy has teams based across the globe and in the UK, partnering with British Missions (Posts) and Directorates to ensure learning is based on performance outcomes and aligned to UK Government priorities. We work to ensure that learning activities are designed to best-practice Learning and Development (L&D) standards, based on solid research and contribute to building a positive learning culture within the workplace.

Our 17,300 learners work in our diplomatic and development offices worldwide, including 280 overseas embassies and high commissions.

This role is based within the International Academy’s Learning Design Team, working in partnership with a range of stakeholders and subject matter experts to design innovative, accessible and engaging learning. It focuses on the design and development of innovative learning design in support of the International Academy goal: Professional learning and development that builds expertise and agility to enable Her Majesty’s Government (HMG) to be a world leader at operating internationally.

We are looking for an experienced individual who really understands learning and learning design and who has strong instructional design expertise. You will be familiar with digital design methodologies such as ADDIE and Agile and have experience in using technology to support and enhance development and performance improvement.

The job will evolve as the Academy continues to mature, so the successful incumbent should expect to be flexible and adaptable to changing priorities, including working across teams. The role will require occasional international travel.

Duties and responsibilities:

  • Design and implement a variety of innovative digital and blended learning solutions for the International Academy.
  • Collaborate with subject matter experts and colleagues within the Academy’s faculties and Directorates and Posts to understand key learning needs for the target audience through research and learner analysis.
  • Develop clear learning and performance outcomes and develop content that matches.
  • Analyse and apply current instructional design theories, practice and methods.
  • Create engaging learning activities and compelling course content that align with the instructional goals of the project and enhance the learning process, retention and transfer.
  • Decide on the criteria used to judge a learner’s performance and develop assessment instruments/ modes of assessment, such as tests or quizzes, to measure the effectiveness of the learning solution.
  • Support digital designers with visualising graphics, the user interface and the finished product
  • Write effective copy, instructional text, and audio scripts/ video scripts when required.
  • Lead and work in project teams to ensure quality and timely delivery of shared objectives and project outcomes.

The above list is not exhaustive and the job holder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any response to a crisis affecting UK citizens.

  • Minimum of five (5) years of experience in an L&D design & delivery context, either in the public or private sector.
  • Professional qualifications in L&D, OD, or equivalent (CIPD, ATD, or equivalent).
  • Knowledge of modern learning methodologies including online learning design.
  • Previous experience in an L&D consultative role and strong client-facing/ stakeholder management experience.
  • Experience of social and collaborative learning tools and platforms.
  • Demonstrable ability to produce innovative learning design solutions.
  • Project management experience in end-to-end L&D solution delivery, from design and implementation to time and quality, as well as having a track record of managing and delivering multiple projects.
  • Excellent communication skills in English, both verbal and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Strong IT skills and literacy in Microsoft Office applications (MS Word, Excel, PowerPoint, Outlook, and Teams).
  • Experience of working in a multi-cultural environment.
  • Professional qualification in the use of technology in learning.
  • Experience of taking a lead role within project or teamwork.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including: 25 days of leave per annum, on-site swimming pool, gym, and sports facilities (subject to COVID-19 restrictions).

Salary is at AED 21,994 per month.

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

Conditioned working hours are 38 hours per week. Standard working hours are from 07:30 to 15:06, including a lunch break of 36 minutes, from Sunday to Thursday.

The successful candidate should also be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours. Flexible working arrangements may be considered based on operational requirements and agreement with the line manager. The successful candidate must also be available for occasional international travel for official/ business purposes.

The successful candidate will be required to transfer their visa under the Embassy's sponsorship.
