Main purpose of job:

The job holder will have direct responsibility for Security, IT, Transport & Protocol, and will assist the Corporate Services Manager (CSM) with Budgets & Finance, Estates Management & Procurement, and general Office Management for the British Deputy High Commission Kolkata. The job holder will report to the Corporate Services Manager, and will need to liaise with a range of internal and external stakeholders. This is a busy and varied management/administration role that calls for an experienced, well-organised self-starter with drive, initiative, and high quality personal skills. The Job holder will deputise for the CSM in his absence.

Roles and responsibilities:

Estate Management including Procurement

  • Assist Corporate Services manager (CSM) in management of Estate and rental properties, ensuring we comply with FCO Security, Health & Safety standards
  • Add value to existing systems, adhere to established financial controls and continue to identify savings whenever or wherever possible.
  • Assist CSM in the Global Maintenance Programme (GMP) 20/21 Project and Procurement related activities
  • Manage day to day operations of the Housekeeping contract at post 

Finance

  • Assist CSM with Activity Based Budgeting, Forecasting, MTFP (Mid Term Financial Planning), OAR (Overseas Accounting Return) and other financial returns
  • Ensure prompt processing of all invoices payable
  • Processing of Goods and Services Tax (GST) and other refunds
  • Monitor the TAR (transactions awaiting reconciliation) to clear unaccounted receipts
  • Ensure prompt invoicing and follow-up for the amounts receivable 

Security (Post Security Manager - PSM)

  • Assist Post Security Officer (PSO) to ensure that all security policies are implemented at Post.
  • Manage the out-sourced security guard force at BDHC office and residence. Monitor and oversee the effective performance of the security contract.
  • As PSM, liaise with the Regional Overseas Security Managers (ROSM) in Delhi regularly, and implement Overseas Security Adviser (OSA) recommendations
  • Ensure local staff security clearances are kept up to date  

IT (Information Technology Support Officer – ITSO) 

  • Monitor Firecrest performance and resolve issues with support from UK Helpdesk
  • Ensure security operating procedures (SOPs) are signed and followed by all users
  • Act as first point of contact for ECHO maintenance and repairs. Liaise with Helpdesk and other service providers as required.
  • Work with Knowledge Technology Directorate Learning Adviser in Delhi to introduce and promote FCO’s Work Smarter campaign.
  • Ensure FCO IT inventory is maintained including locally-managed IT systems (LMITS) and valid LMITS audits are carried out for standalone IT systems. 

Protocol & Transport

  • Liaise with local authorities for –
  • security and logistical clearances for Ministerial & VIP visits
  • Clearances for diplomatic goods entering the country
  • Travel permission, diplomatic identity cards, visa extensions for UK Based staff and dependents
  • Clearances to facilitate duty free alcohol for diplomats
  • record and distribute incoming/outgoing diplomatic mail bag items

Manage the Transport Function of the Office (2 Official Cars, 1 LE Driver, and 1 Outsourced Driver) including liaison with the vendor for the contract driver.

Language requirements:

Language: English and knowledge of Bengali/Hindi is preferred

Level of language required: English – good written & speaking required (Excellent written and oral communication skills, with the ability to communicate efficiently in English is important)

Other skills / experience / qualifications:

  • Confident, with energy and initiative in overcoming obstacles, and the ability to handle multiple tasks and prioritise with minimal supervision.
  • Graduate in any discipline with at least 3 years of experience in a similar role
  • Background in estates and security would be useful, but more important is a willingness to learn & develop.
  • Good interpersonal skills; someone who can build contacts and can negotiate effectively
  • Excellent team working skills, with strong ability to build co-operative working relationships across our own network, and outside of the British Deputy High Commission office with a wide range of organisations.
  • An innovator who can find creative solutions and identify new more efficient ways of working.

SALARY PACKAGE:

BHC candidates, the Local BHC Terms & Conditions will apply.

For other than BHC candidates, Basic Salary will be INR 43,901 per month plus 12% provident fund and 6% Superannuation Fund.

No relocation or any other related costs or assistance will be provided. Notional tax will be deducted if you are not liable to pay local tax.
