The CSSF Yemen Office Network based at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Governance Advisor, Grade – C5 (L).

Overview:

The role will be based in British Embassy, Amman and is offered on Amman Terms and Conditions. The CSSF team is part of the Yemen Office Network which also has a presence in Riyadh.  At present there is no travel to Yemen, but this may change. Any future travel to Yemen will be subject to strict HMG guidance and will be considered in close cooperation with the Job Holder. The job holder will not be expected to move to Sana’a if the Embassy re-opens, however the job holder will be given the option to apply for the role if they meet the requirements for living and working in Yemen.

The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund, with an annual budget of £1.2bn, which supports and delivers security, defence, peacekeeping, peace-building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding.

The UK’s security and wider international interests are directly impacted where other countries are at risk of conflict or instability. The CSSF supports work to reduce that risk in these countries where the UK has key interests. Through the CSSF, the UK and our international partners are more secure from threats such as terrorism, corruption and illegal migration or trafficking.

 

Main Purpose of the job:

To provide hands on Yemen specific Governance advice, leadership and technical skills to deepen the quality and effectiveness of programming across Conflict, Stability and Security Fund (CSSF) Yemen and wider UK Government (HMG) portfolios. The job holder will play a central role in shaping and improving governance and security and justice programmes throughout the programme cycle from design through implementation to evaluation, working closely with the growing Yemen CSSF network and London stakeholders.  This position will work closely with a proposed Foreign, Commonwealth and Development Office (FCDO) Governance Advisory role. The CSSF Yemen programme is a high value £10 million fully cross-government portfolio which attracts substantial political interest, supporting the implementation of HMG country and regional strategies. 

Main Responsibilities:

The role will be expected to make a substantial contribution to CSSF Yemen programme design and programme management as well as supporting HMG’s non humanitarian scale up, through technical and sector-specific expertise.  Specifically, understanding of the state and sub-state institutions and how these interact with and are accountable to citizens, as well as how local Authorities are better supported to deliver for citizens. The role will also be responsible for scoping work to support programme design, including leading on developing and commissioning research/analysis to shape programme and improve HMG’s understanding of what is happening in Yemen.

Technical support and programme management:

  • Provide Yemen specific governance, security and justice advice and programme support to the CSSF Yemen programme and DFID Yemen teams.
  • Advise on Yemen national level intuitions and local authority level structures and systems.
  • Contribute to the Amman based governance, security and peacebuilding co-ordination group mechanism and build a network of donor/implementer organisations.
  • Provide quality governance/Security and Justice themed reporting and analysis on Yemen within HMG.
  • Lead on research and developing understanding of Yemen’s governance structures.
  • Lead on developing governance programme development and delivery.

In your role as CSSF Yemen Governance Advisor you will ensure Gender Equality Act compliance and support HMG/CSSF ambitions on women’s economic opportunities, inclusive growth and poverty reduction throughout your team/Post.

Essential:

  • Fluent written and spoken English and Arabic.
  • Minimum 5 years of experience working on governance or security policy, or programming in Yemen or the MENA region.
  • Candidate holds minimum of Masters’ degree or equivalent level of academic and professional experience in a related area (including development studies, sociology, political science, law and accounting) or experience of working at the level of a master’s degree in a relevant organisation.
  • Wide range of relevant contacts across Yemen and the MENA region.
  • Experience of working with international delivery partners/government institutions/external stakeholders and international donors.
  • Candidate has excellent understanding of Yemen’s political, social and economic environment.
  • Yemen governance experience and knowledge
  • Literacy in Microsoft Office packages

Desirable:

  • Practical programme management skills.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C5 (L) scale, with a salary of JOD 3334 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, fixed term contract for one year, with a possibility of renewal on an annual basis. The successful candidate will be subject to a 90-days probationary period.

We place a strong emphasis on learning and development.  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF programmes.
