Policy

The new Energy and Climate Officer will lead the Embassy’s work on energy and climate policy. By engaging key stakeholders, organising public diplomacy activities, and using a wide range of communication channels, the successful candidate will: deliver the UK’s climate action priorities in Portugal, following on from the UK’s co-Presidency of COP26 and; deepen UK-Portugal bilateral relations on energy, with a particular focus on energy security, in the context of heightened uncertainty in global markets, and energy transition/clean growth.

 

We are looking for a motivated and experienced individual, with excellent communication skills, able to effectively engage internal and external stakeholders, including seniors, and with a strong level of expertise in these areas. The jobholder will play a key role in delivering our Country Business Plan. The specific thematic content of this new position may change to reflect emerging priorities, but the main areas of responsibility (indicative time allocation in brackets), are as follows:

Roles and responsibilities:

Climate Action: working closely with the Environment Attaché and Political team colleagues, ensure Portugal delivers on COP26 objectives and commitments; promote bilateral policy linkages on climate/net zero policies and; identify opportunities to work with/through Portugal to advance the global decarbonisation agenda. [25%]

Energy: map Portugal’s ambitions to become a net exporter of gas and ‘clean’ energy with the UK’s energy security agenda, by expanding the Embassy’s network of contacts and enhancing our in-house knowledge and expertise. [25%]

Clean Growth: working closely with prosperity and trade teams, develop and/or strengthen bilateral policy and research linkages on energy transition, and promote commercial opportunities for UK plc on renewables, hydrogen and transport (e.g. green shipping, zero emission vehicles). [25%]

Influence: working closely with the comms team, promote HMG’s climate narrative in Portugal, in order to improve perceptions of the UK as a global leader on climate and energy transition. [10%]

Project Management: Drive a range of UK Government funded energy- and climate-related activities in Portugal, ensuring high standards of project delivery, reporting, and evaluation. [15%]


  • Degree in economics, international relations, energy- or climate-related fields

  • Strong expertise on energy policy, climate and sustainability, including good knowledge of the Portuguese ecosystem.

  • Good MS Office skills

  • Good communication skills, attention to detail

  • Excellent time management and ability to perform to deadlines

  • Flexibility and personal resilience

  • Strategic communication and/or project management experience

  • Strong intercultural skills and good knowledge of UK energy and climate ecosystem

This is a fixed-term full-time contract of 24 months (35 hours net per week) subject to a 30 day probation period. 

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of € 42,525.00 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process. 

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time. 

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.

The Embassy will not consider applications from existing staff who have not successfully completed their probation period or, in the case of staff on temporary contract who have not yet completed two thirds of their contract.
