The British Embassy in Algiers is seeking to appoint an Estates Manager, job grade Executive Officer (EO).

Main purpose of job:

The successful candidate will manage and lead the Estates Section of the British Embassy, including staff and contractors. You will deliver a professional Estates service that complies with Foreign Commonwealth and Development Office (FCDO) policies and Service Level Agreements, and to ensure a safe working environment for all Embassy staff and visitors.

Duties and responsibilities:

  • Lead and manage the Embassy Estate Team of 10 people, Maintenance and Estate Operations, Contracts and maintenance activities.  Ensure that all work (including customer communications) is complies with UK and local standards and is delivered to agreed service standards.
  • Manage the annual budget for Estates activity, forecasting expenditure correctly and ensure that procurement and purchasing activities take place on time and at optimum costs to ensure value for money at all times. Work with other FCDO teams in the UK and the region to identify and obtain funding for larger projects.
  • Plan, manage and oversee the delivery of estates projects, preventative and reactive maintenance through the contractors and Estate Team.
  • Ensure Health and Safety compliance of the office compound, and all residential properties, including the Ambassador’s Residence.  Oversee the health and safety activities, ensuring implementation of policies, guidance and standards.
  • Ensure Embassy has the residential properties it needs through strategic planning to source new properties and ensure these meet the required standards.  Act as Secretariat of the Embassy Housing Committee, making recommendations on housing, taking records of meetings and implementing all agreed decisions in a timely manner. Provide inputs to keep the Embassy Housing Policy up to date.
  • Manage the Embassy’s furniture stocks in line with FCDO guidance, including holding an up to date inventory.
  • Negotiate best value for money VFM with suppliers and landlords by monitoring the market, and renewing the contracts every year. Ensure that all contracts follow the standard FCDO templates and are made available in English.  Manage Suppliers contracts with a total value of less than £25K.  
  • Ensure all Estates related data is kept up to date on the relevant systems
  • Contribute to Embassy Crisis Preparedness, including ensuring an up to date Estate Contingency Plans.
  • Resources managed – line management of two (2) Estates Officer, and countersigning officer for eight (8) S band staff; you will manage local Estates budget (£150k) and ad hoc central funding for estates projects.

            Working hours and other benefits:

            The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable gross salary of DZD 128,267.38 per month plus DZD 15,000 allowances. The salary is currently under review and may increase in the near future. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

            No accommodation and relocation expenses are payable in connection with this position.

            The package includes 25 days of paid leave annually (on pro rata basis, increasing to 30 days after completion of 5 years of service) along with up to 14 days paid public holidays. The Embassy offers a good working environment in a modern, purpose-built office, as well as use of the Embassy’s recreational facilities: on-site swimming pool, a tennis court, and gym facilities after working hours.

            This position is for a full-time employment, on a permanent contract, subject to a 6-month probationary period.

            Conditioned working hours is 38 hours per week. Normal working hours are 08:00 to 15:40 from Sunday to Thursday. The Embassy encourages flexible working, with an opportunity for staff to work one day a week from home subject to operational need and line manager’s approval.
