Main purpose of job:

To work to and support the Protect & Prepare coordinator based at the British Embassy in Manila and to assist with the facilitation of security-related training in the Philippines aimed at enhancing the safety of tourists, ensuring all activity is aligned to UK strategic aims and is coordinated with Philippine government agencies and private sector partners.  The primary role will involve:

  • Managing the Protect & Prepare programme fund
  • Coordinating with partners in the Philippines and across His Majesty’s Government (HMG) on Protect & Prepare and security related training
  • Contributing to the delivery of UK counter-terrorism objectives in the Philippines.

Roles and responsibilities/what will the jobholder be expected to achieve:

  • Managing and recording programme financial spend with a clear focus on value for money and delivering sustainability, including forecasting and maintaining accurate records of financial expenditure to a standard that satisfies UK government auditors, and submitting financial reports to a UK-based team.
  • Programme management including effective monitoring and evaluation techniques.
  • The successful candidate will develop new, and maintain an existing network of, l contacts at all levels particularly across central and local government, law enforcement, civil society and the security sector
  • Strong relationships will need to be built with other relevant teams within the embassy.
  • Organising and supporting programme trainings and events, whether virtual or face to face, including negotiating with venues, coordinating access for delegates to online training platforms, issuing invitations, booking travel and accommodation for trainers and participants, hosting events within and without Metro Manila and supporting trainers and subject matter experts.
  • Organising and actively participating in meetings with new and existing stakeholders and partners (including a willingness to travel overnight or for days at a time outside of Metro Manila including at weekends), compiling minutes and briefing notes, and post activity reports detailing agreed actions in line with programme objectives.

Essential on arrival:

  • Have excellent presentation and communication skills (both oral & written) in both Filipino and English
  • Have an ability to maintain and expand a network of key/senior contacts and stakeholders in relevant sectors
  • Have excellent negotiating skills
  • Be flexible and open to evolving priorities with a positive attitude to working flexible hours
  • Be a team player driven by values
  • Be a dynamic self-starter and multi-tasker
  • Be highly organised and able to deliver quality and timely results
  • Have excellent IT skills and familiarity with Microsoft Office applications
  • Have administrative support experience, with demonstrable evidence of managing and recording programme or project expenditure
  • Have local knowledge of and able to network with stakeholders in the tourism and security sectors
  • Possess at least a bachelors’ degree.

Language Requirement:

  • Fluent spoken and written English and Tagalog. 

Desirable:

  • Experience of preparing and delivering presentations to, and facilitating in-person meetings with, internal and external stakeholders
  • Programme management experience with relevant qualifications
  • Previously worked or collaborated with foreign government organisations.
