The British High Commission (BHC) in Malta is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Vice Consul.

The main purpose of the role is:

To lead and motivate the Malta consular team in delivering first class customer service, consular assistance and support to resident and visiting British nationals in Malta. 

To manage the efficient running of the consular section 

To build and maintain good working relationships with internal and external stakeholders. 

To support the Consular Regional Operations Manager and colleagues in the network to deliver against our strategic objectives. 

Roles and responsibilities:

Team Management/Leadership  
Provide clear leadership and professional management to the consular team in Malta. 
Set challenging goals, encourage and promote training and learning & development opportunities, monitor progress, conduct regular 1-2-1 sessions and quality performance reviews.  
Provide coaching and mentoring as required, and maintain high levels of team motivation.  
Ensure excellent customer service delivery; and efficiently manage resources, processes and systems. 

Assistance 
Ensure consular officers are equipped to manage assistance cases in accordance with guidance.
Maintain an overview of live cases, and provide support and advice where necessary. 
Lead on high profile and complex cases, briefing and advising the Consul/CROM and other senior stakeholders as appropriate.

Policy and Projects 
Keep abreast of evolving consular policy, ensure consular team is aware of key changes, promote its implementation, and ensure consistency.  
Ensure team contribution to delivering on Europe South Regional, Consular Directorate and FCDO priorities. 
Remain aware of changes to local laws, and how these might affect resident and visiting British nationals.
Lead on the implementation of Consular service improvements.
Work closely with colleagues in the High Commission on projects and represent Consular interests at the the Country and Corporate Board and various other meetings.


Influencing/Prevention 
Develop and deliver mandatory prevention activities under Prevention Fundamentals in line with Consular Strategy to help British people stay safer when they are abroad.
Spot trends in casework, accurate and up-to-date information on GOV.UK.
Regular stakeholder engagement to build and maintain key contacts such as police, immigration authorities and hospitals.
When appropriate, design and deliver Prevention projects to tackle more complex casework issues working with colleagues from across the wider mission.

Crisis 
Maintain a high level of preparedness in order to effectively  respond to local crises involving British people
Maintain and test local crisis plans as part of a mission-wide effort.
Work with emergency service agencies to ensure efficient communication in the event of a crisis.  
Support and feed into contingency plans for large-scale events likely to attract significant numbers of British visitors.

Stakeholder Management 
Develop and nurture a strong network of mutually beneficial relationships with internal colleagues, local authorities, travel and tourist industry, British community groups, and NGO sector, as appropriate. 
Lobby host authorities as and when necessary.

-Previous experience in a customer facing role and ability to respond to a wide range of customer needs; 
-Previous experience managing a team; 
-Proficiency in English ( written and spoken, minimum C1 Level for CEFR framework);
-Excellent communicator with strong networking skills; 
-Excellent time management and organisational skills; 
-Resilience and resistance to trauma, ability to cope with the challenging nature of consular work; 
-Good team player and competent decision maker; analytical and innovative;
-Good knowledge of Microsoft systems.
-Maltese language skills;
-Previous Consular experience; 
-Knowledge of Maltese government structures and processes; 
-Experience responding to crisis situations or crisis training.

This is a full-time 12 months contract with possibility of extension. 

The successful candidate will be subject to confirmation of a background check and security clearance.

Visa/Passport requirements: candidates must currently hold the independent right to live and work in Malta and be prepared to ensure that right remains throughout the scope of the contract. The successful candidate will be subject to professional background and security clearance.

It is important to note that the consular caseworker role is very demanding and will entail dealing with casework in situations that may involve death, detention, rape and sexual assault and prison visits. You will be required to deal face to face with highly distressed customers who may be in shock, grieving and in a crisis situation. Candidates should therefore have a high level of resilience to trauma.
