Corporate Services Support

The main purpose of this job is to work with the Corporate Services Manager to manage the British High Commission’s budgets and bank accounts in line with FCO guidance and help to ensure audit compliance and good financial management to bring us in at 100% spend.  You will also be responsible for cash profiling and monitoring; ensuring the BHC’s bank account is in line with appropriate levels.

The successful candidate will need to develop good relationships across all teams at the High Commission to scrutinise financials, provide accurate financial forecasting and reporting MI back to our finance Hub in Manila.  They will need to work quickly to generate accurate financial data for the High Commissioner when requested as well as pulling together reports for governance meetings.

The British High Commission provides a platform for a number of HMG departments and is governed by a Memorandum of Understanding.  The successful candidate will need to oversee the delivery of the MOU, including the charging mechanism through which we provide our corporate services as well as monitoring the General Ledger where appropriate.

They will need to have good people skills and be open to helping and supporting colleagues through our internal financial platform and answer questions they may have.

A large part of the job will be supporting the Hub to generate our payroll input file, resolve any discrepancies, reconcile and deliver the file to our pay and benefits hub in a timely and accurate manner, including the administration of SOSCO, EPF and EIS.

 

Roles and Responsibiliites:  

Accurate and timely budget information, forecasting and reporting.

  • Run and analyse reports on a monthly basis of actual spend by budget holders.
  • Manage relationship with budget holders to accurately update and amend our budgets and forecasts.
  • Present monthly budget to the Senior Management Team, providing analysis and recommendation as appropriate.
  • Run reports from fixed asset system to reconcile to Accounting system
  • Timely provision of MI data on request.
  • First point of contact for Finance and Accounts-related issues. Escalate any anomalies or issues to the CSM.
  • Review and evaluate critical Post process for possible improvements.

Oversight of the OneHMG charging mechanism

  • Ensuring our Partners at post are charged accurately and swiftly for platform costs used.
  • Responsible for monthly reporting process for all of our Partners Across Government in Kuala Lumpur
  • First point of contact for One HMG finance queries.  With subject matter expertise on One HMG Platform policy, provide strategic and policy advice to stakeholders.

Payroll  

  • Work with hub to ensure timely and compliant monthly and annual payroll process, specifically around statutory contributions (EIS, SOSCO and EPF).
  • First point of contact for queries on statutory contributions, providing advice and clarification on policies. Lead on ensuring that post’s practices are legally compliant. 
  • Support HR colleague  in ad hoc reward and compensation work

An internal understanding of the FCO’s financial and procurement compliance processes.

  • Lead on Purchase to Pay (P2P) and Expense process at Post and ensure compliance with internal procurement process;
  • Complete reconciliation forms to manage accounts payable and receivable
  • Maintain and update Post on any changes to PtP process; act as local advisor on processes, working with regional Finance Hub.
  • Create training on processes

Oversight of our cash profiles

  • Monitor official bank account; reconcile, maintain and manage balance in local bank account

As required:

  • Working with our Residence Manager responsible for Income Generation financial management including pricing, costing and payment receipt
  • Ensure that Regional Hub team receive the correct documentation for Finance & Procurement related matters, including details of payments made for invoices, Supplier forms, payment requests, and assist with any queries.
  • Support Regional Hub and CSM on local Finance related projects.

Good relationships across the British High Commission and with our financial Hub in Manila and Finance Team is essential for successful delivery of this job.

Resources managed (staff and expenditure):

1 x A1 Officer (tbc)

  • Relevant degree in Accounting / Finance and/or similar work experience
  • Fluent in both written and spoken English
  • Excellent  IT skills with a working knowledge of Microsoft Outlook, Word and Excel
  • Previous Malaysian payroll experience
  • Fluent in spoken and written Bahasa
  • Experience with Hyperion or OBIEE platforms
