Security

Main purpose of job:

Reporting to the Deputy Head of Mission to ensure a safe and secure environment for all staff at the British High Commission in Kuala Lumpur, managing mission-wide security, health and safety, fire safety and transport provision.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Security (40%)

  • Oversee the contracted guard force, ensuring high standards in guarding and management of guarding contract
  • Lead on security clearances for new country based staff members,  complete security inductions and pass issue
  • Regular liaison with Royal Malaysian Police and other friendly missions
  • Management of British High Commission communication and security equipment
  • Conduct staff/spouse security briefings
  • Maintain post security regulations and ensure compliance of all staff
  • Lead on security for all VIP visits to Malaysia
  • Ensure risk assessments are completed for British High Commission events
  • Carry out security requirements as stated in the Crisis Management Plan
  • Oversight of physical and technical security measures at the British High Commission offices and UK-based accommodation.
  • Work closely with the Regional Overseas Security Manger and ensure security recommendations are implemented
  • Active role in the British High Commission Crisis Management Plan

Fire Safety (10%)

  • Act as Fire Safety Manager for the British High Commission
  • Responsible for ensuring emergency evacuation plans are up to date
  • Coordinate and train fire wardens and conduct fire drills
  • Provide fire safety training/inductions for all staff
  • Carry out Personal Emergency Evacuation plans when required
  • Ensure The British High Commission is complying with fire regulations as set out in the overseas fire safety code

Health and Safety (30%)

  • Formal role as the British High Commission H&S coordinator
  • Work proactively with managers to develop, implement and maintain a health and safety strategy
  • Provide health and safety advice to senior management
  • Identify and report on any hazards, risks or incidents
  • Induct all new staff on health and safety issues

Transport (20%)

  • Line-manage the transport fleet of three drivers to ensure delivery as per FCDO competency grade expectancies. 
  • Overseas the transport scheduling, currently managed by the drivers, to ensure optimal use of resources.   
  • Manage maintenance and vehicle checks of fleet to ensure safety on the road. 
  • Ensure monthly payments related to the fleet that includes fuel, maintenance, annual insurance payments renewal, and other payments necessary for the function of fleet cars are made on a timely basis. 
  • Check and ensure timely submission of driver overtime and other individual claims
  • Ensure the vehicle logbooks are kept up to date and are submitted on time for monthly inspection. 
  • Manage improvements in resource management for FCDO fleet spends
  • Oversee and, with drivers, plan routes and manage transport plan during VIP visit programmes

Maintain accurate records and ensure compliance with all statutory and legal requirements

3 drivers

11 Outsourced guards and security budget of £90000, including guarding contract.

Essential on arrival:      

  • Experience in security management in corporate, military/government sectors, or other relevant experience
  • Proven ability to communicate effectively (both verbal and written) to staff and other stakeholders
  • Proven record of strong problem solving skills backed by sound judgement and discretion
  • Ability to analyse current business practices and identify areas of improvement
  • Strong IT computer skills using Microsoft Office suite of programmes, including Word, Excel, PowerPoint etc

Language: Fluent written and spoken English 

  • Formal security-related qualifications
  • Knowledge of Health & Safety Legislation and regulation for managing fire safety
  • Knowledge of Bahasa Malaya useful but not essential

The British High Commission offers a competitive remuneration package, benefits, leave entitlement of 20 days per annum (calculated on pro rata basis) and works hard to provide L&D opportunities to staff.

Working patterns:

Employment Type: Full Time

The British High Commission Malaysia supports and promotes flexible working.  The standard working hours for the BHC are 8:00am to 16:30 Monday to Thursday and 8:30am to 1315hrs Friday. We are happy to offer a variety of flexible working patterns, including non-standard working hours, working remotely or working compressed hours. However, due to the nature of the role, there will be a requirement for occasional out of hours work around events, visits and management of guard force. Time off in lieu can be offered to make up for out of hours work. 

An allowance is also included in the salary for out of hours emergency incident work and for providing assistance to UK based staff members and out of hours checks on the guard force.
