The British Embassy in Lisbon is part of a world-wide network, representing British political, economic and consular interests overseas. The British Embassy’s communications team is recruiting for a Programmes and Campaigns Officer. The jobholder will play a key part in promoting UK interests in Portugal, enhancing our reputation and strengthening links between the two countries. The jobholder will work closely with the Head of Communications, the Digital Officer and teams across the Embassy to develop and implement long-term policy and soft power campaigns and one-off, major events in support of UK Government and Embassy priorities. The Programme and Campaigns Officer will also be the liaison with in-house finance teams, supporting the Political and Prosperity teams in developing programme expertise, accessing a variety of funding streams and ensuring maximum value for money is achieved. 

 

Roles and responsibilities:


This is a stretching, varied role delivering a wide range of crucial outward-facing programmes and campaigns.  The successful candidate will plan, implement and evaluate high impact policy and soft power campaigns, including in support of the GREAT campaign and UK foreign policy priorities. They will manage a broad portfolio of programmes, ensuring that all activities are fully compliant with FCDO guidance and deliver impact and value for money. They will also contribute to the wider success of the Embassy communications team, supporting event delivery and managing a network of agencies and suppliers who design and produce branding and related materials.

 

The jobholder will divide their time as follows:

  • Campaign planning, delivery and evaluation (50%): soft power projection through the GREAT campaign, Best of Britain and Pop up Embassy projects; Bilateral campaign work and UK policy priorities such as values and international development.
  • Programme and project management (40%): cross-Embassy coordination point and source of expertise on all programme activity. Provide the secretariat function for governance structures and supporting the Deputy Head of Mission in their role as Senior Responsible Officer for programme activity. Train and mentor colleagues on best Project Management practice.
  • Communications support (10%): lead on internal communications for the Embassy, engaging staff in our communications initiatives.  Work flexibly with the Head of Communications and Digital Media Officer to deliver wider team objectives, including: developing relationships with external delivery partners; media monitoring and occasional production of media summaries; and supporting the cross-Embassy Communications Board process.

 

  • Full professional proficiency in English and Portuguese (written and spoken, minimum of C1 level for CEFR framework*);
  • Two years’ experience of developing and implementing successful campaigns that have grown awareness and engagement amongst target audiences
  • Demonstrated knowledge of budget management and procurement practices
  • Good MS Office skills
  • Good communication skills, attention to detail  
  • Excellent time management and ability to perform to deadlines
  • Proactivity and dynamism, self-initiative and facility to work well in a team
  • Flexibility and personal resilience
  • Capable of multitasking

This is a full-time, permanent contract for 5 working days, with working patterns: 35 working hours per week – Monday to Friday 9-17h flexible (Embassy staff currently work in a hybrid mode with some days working from home and a few in the office).

NOTE: This position's work hours may vary due to the selected candidate's participation in many different events and campaign organisation.

Learning and development opportunities: There are lots of formal and informal opportunities. The Embassy has an active L&D group (role specific training to be provided such as Line Management Course)

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of € 27,861.82 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese Employment Law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.
