The British Consulate General in Istanbul is part of a worldwide network representing British political, economic and consular interests overseas and is seeking a Regional Support Officer to work across the Eastern Europe and Central Asia Network (EECAN) to join the Department for International Trade (DIT) team.

The Department for International Trade (DIT) has overall responsibility for promoting UK trade across the world and attracting foreign investment to the UK. We are a specialised government body with responsibility for negotiating international trade policy, supporting business, as well as delivering an outward-looking trade diplomacy strategy.

We are setting up a regional support unit based in Istanbul to provide business support for the EECAN. The region consists of 14 markets, including Russia, the countries of the former Soviet Union (excluding the Baltics), Turkey, and Mongolia.

This post will be the region’s main lead on human resources, EECAN People Plan implementation and delivery, and regional internal communications. They will also support EECAN’s governance and reporting requirements, and co-ordination of our market access work. Reporting lines for the new post are yet to be confirmed, but you will work closely with the Deputy Trade Commissioner, Chief Operating Officer (COO), our new Regional Market Access Co-ordinator (currently being recruited), and London colleagues. The main responsibilities will include:

HR/People Plan – 50%

  • To oversee our human resources, learning & development, and people-related work across the DIT EECAN region and supporting regional posts with HR and learning and development issues and requests;
  • To implement all aspects of the EECAN People Plan, part of the EECAN Regional Trade Plan; to develop and implement a regional learning and development strategy and programme of activity for all staff across the region e.g. setting up buddying / mentoring schemes, overseeing the regional reward and recognition programme and leading on developing a Health and Wellbeing Strategy for the region;
  • Developing and managing our internal communications across the region. This will include organising regular calls with our Country Directors/Heads of Trade and Investments, regional events/conferences, blogs and updates. You will need to link up with the DIT HQ internal communications on this.

Governance and ad hoc support to the region – 25%

  • Support our governance structures across the region, including senior leadership meetings, business planning and support to the COO on finance and workforce planning. This would include arranging meetings, commissioning papers, taking minutes and tracking actions;
  • Provide business support in responding to HQ commissions and collating responses for the region;
  • You may also be called on to provide ad hoc business support for posts within the EECAN region that do not have DIT resource. For example, helping to organise a trade mission, or a VIP visit. Travel may be required.

Market access co-ordination and reporting – 25%

  • Support our new Regional Market Access Co-ordinator with a range of activity and reporting requirements to deliver our market access plan for EECAN e.g. setting up learning and development activity, arranging workshops. This will require close working with DIT and Foreign Commonwealth Office (FCO) colleagues, as well as wider cooperation between different UK missions and markets across the region.

  • Bachelor’s degree in Human Resources, Communications or Public Administration and related fields;
  • Excellent communication skills, including fluency in English (both oral and written);
  • A self-starter, able to work autonomously and with experts across the region and the UK;
  • Excellent networking and organisational skills, and the ability to work under pressure;
  • The ability to manage and prioritise workload, drive agendas forward and deliver results;
  • Demonstrate initiative, problem solving and judgement skills;
  • The ability to manage, analyse, summarise and present complex information.
  • Familiarity with UK government structures;
  • Russian language skills would be an asset (both oral and written);
  • Experience of project management;
  • Experience working in the commercial area;
  • HR and/or L&D expertise, in particular experience in or knowledge of developing L&D programmes.

This is a full-time permanent contract, for 5 working days (36.25 hours net) per week.

The monthly salary for this position is 2,602.41 USD gross B3 level. Please note that staff members are responsible for paying any income tax required by local law.
