The UK Mission to the United Nations in New York is looking for the right candidate for the post of Finance Officer, within the Mission’s Corporate Services Team. The Corporate Services Team in the Mission is essential to the smooth operations of the Mission. The Finance Officer acts as a vital interface with staff in the Mission, central Finance and Procurement teams in the Foreign and Commonwealth Office and a number of external contacts. The jobholder reports to the Head of Corporate Services.

Purpose of the job:
To lead on the provision of financial management, reporting, and forecasting services for the Mission’s budgets reporting to the Mission’s senior managers. To carry out day-to-day functions on purchasing and procurement, and to support the implementation of finance processes within the Mission’s overall operation. To complete other ad hoc finance-related tasks as directed by managers.

Duties and Responsibilities:

BUDGET MANAGEMENT
• Provide stakeholders with in-depth analysis of the business results vs. Budget and budgetary forecasting leading to the identification of risks and opportunities and recommendations for appropriate actions to address them.
• Lead work on preparing options and recommendations for senior managers on the allocation of and adjustments to the Mission’s budgets through the full financial year cycle so that adequate resources are utilised and optimised for the Mission.
• Manage the Mission’s budget, through leading work on monitoring, forecasting and reporting the Mission’s expenditure and performance against budget allocations and maintaining oversight of devolved budgets and budget-holders within the Mission.
• Act as the Secretary to the Mission’s Senior Management Board on budgetary matters, including preparing agendas and papers, presenting orally to the Board information, options and recommendations, taking the record of meetings and monitoring follow-up and implementation.

FINANCIAL MANAGEMENT
• Create and analyze monthly, quarterly and annual reports and ensure financial information has been recorded accurately.
• Analyse the balance sheet accounts and ensure information is accurately and effectively reported and ensure financial management indicators are robust and issues resolved appropriately within agreed timescales
• Foster collaborative links with central finance operations hubs to ensure the Mission meets overall standards, provides the central finance team with the information it needs and to resolve and reconcile budgetary problems and differences.

FINANCE SYSTEMS
• Support Purchase to Pay (PtP) processes, advising senior managers at the Mission, working with the central finance team and ensuring the Mission has the services and equipment it requires to fulfil its work purchase in line with internal procurement policies and regulations.
• Monthly housekeeping of open Purchase Order’s (PO’s), Goods Received Not Invoiced (GRNI) report, ensuring that PO’s are closed in a timely manner, investigate any ‘red’ scores on the post report.
• Provide advice and support to non-finance staff in the Mission on their own financial processes, use of finance systems, and their claims and expense processes.

The successful candidate will be an excellent, highly numerate finance operator, able to engage colleagues not expert in financial matters, build a rapport with all the staff in the whole Mission and carry the confidence of the Mission’s senior managers and colleagues in the central finance team. The job holder will have excellent organisational skills, an eye for detail and the ability to multitask and troubleshoot problems creatively without a drop in financial standards or service to colleagues and managers.

The jobholder will need proven skills and experience in:
• Excellent written and oral communication skills in English
• At least 2 years of previous budget and financial forecasting experience
• Strong analytical, planning, time management, and organizational skills
• Highly detail-oriented with ability to manage large volumes of data
• Excellent interpersonal skills and customer service experience
• Multi tasking, self motivated and able to work as a part of a team
• Proficiency in Microsoft Office
• Strong working knowledge of MS Excel (pivot tables, macros, and modelling)
• Familiarity with Oracle systems is preferred
• 3-5 years of work related experience

The jobholder must have an adaptable and energetic approach, with a willingness to learn and work flexibly across the whole Corporate Services Team, in areas outside of their core job, to help others at busy times, when there are vacancies and at other times of pressure. Portfolios and responsibilities can also be adjusted within the Corporate Services Team so the successful candidate will be one who is flexible and open to change and continuous improvement. All staff in the Corporate Services Team pick up ad hoc tasks and new work which emerges unexpectedly and the jobholder will be expected to be part of this flexible approach and embrace new work enthusiastically.
